**The Position**:
The duties you will be performing as part of your role:
- Lead development of evidence-led strategies, ensuring Housing policies and practices are in line with the Council’s vision and values, and deliver value for money while improving outcomes for residents.
- Provide leadership in defining and adopting project/programme frameworks and methodologies to enable the successful delivery of Housing Service’s major change and improvement projects/programmes.
- Drive a culture of learning and promote continuous improvement amongst the Council’s policy, project, and programme communities of practice.
- Lead multi-disciplinary reviews and projects, including sensitive or complex policy projects, integrating recommendations from resident-led commissions into policy development.
- Develop innovative policy strategies for service delivery that align with the council’s vision.
- Provide high-level policy advice to senior officers to inform strategic decisions regarding the Council’s objectives, service delivery, and resource utilisation.
- Keep senior officers and Cabinet informed of new Regulators of Social Housing Legislation, Government policies, and external factors relevant to Housing, ensuring engagement in policy development on national, regional, and local levels.
- Lead the development of the Project Management Office (PMO) as a centre of excellence, supporting new projects and programmes and providing advisory support to project and programme teams.
- Ensure Council-wide oversight of major change and improvement projects and programmes, engaging with Senior Responsible Owners, project/programme managers, and departmental management teams.
- Secure assurance over and advise senior management on the progress of major projects and programmes, ensuring issues and risks are escalated to senior decision-makers.
- Provide information and insight on the performance and alignment of the portfolio of major projects and programmes, including aspects like dependency, benefits, risk and issue management, change control, and quality assurance.
**About You**:
To be successful in this role, you should possess the following qualifications and skills:
- Educated to at least first-degree level or equivalent experience.
- Significant experience leading the design and delivery of complex corporate policy that aligns and supports organisational strategy.
- Expert understanding of the key issues facing local government, the wider public sector, and partners, including local, regional, and national policy.
- Ideally, experience working with enterprise-level PMO or demonstrable ability to become a leading expert for the Council.
- Project, programme, and portfolio management experience, including reporting on robust governance arrangements, gate processes, risks & issues management, and financial information.
- Strong leadership skills and experience leading multi-disciplinary teams, identifying priorities, objectives, timescales, and resources, and being responsible for its performance and outputs.
- Demonstrable ability to influence senior stakeholders across a matrix-managed organisation, building strong relationships across organisational boundaries to drive change.
- Driven and self-motivated to complete work to deadlines and independently while also being integral to the team.
- Exemplary written and verbal communication skills, with the ability to analyse information and data to present complex information and recommendations clearly.
- Understanding of established project management lifecycles, methodologies, governance, and frameworks, possibly holding qualifications in recognised methodologies (e.g., PRINCE2, MSP, P3O, M_o_R, APM, Praxis).
- Experienced user of the Microsoft Office suite of tools.
**Contract Duration: 3 Months Minimum **(likely extension)
**Rate**:£400 per Day (Umbrella)
**Commencement Date**: February/March 2024
**Work Hours: Hybrid **37 Hours, Monday - Friday / 9 am - 5 pm
