**Job summary**:
This is an excellent opportunity to work in a dynamic environment, as part of a team of procurement staff, who are responsible for managing the delivery of contracts and best practice for core directorates within Scottish Government and supporting stakeholders to deliver a variety of SG policy initiatives.

The team is part of the Scottish Procurement & Property Directorate and provides procurement support and advice to core Scottish Government directorates and Central Government Organisations.

The post holder will report to the Senior Portfolio Specialist and there may be an opportunity to manage a Portfolio Officer.

Applications are invited for a B2 Procurement Portfolio Specialist in the Scottish Government Procurement Team in either Atlantic Quay, Glasgow or Victoria Quay, Edinburgh.

This post is being advertised on a full time basis, however part-time applicants will be considered.

**Job description**:

- Working effectively with a range of senior stakeholders across the Scottish Government and Central Government ensuring effective participation and buy-in.
- Advising on legal, policy and other requirements pertaining to procurement.
- Building and maintaining strong working relationships with customers and strategic suppliers, providing advice and guidance on procurement policies and procedures and best practice to staff and stakeholders to develop competency.
- Attending user and policy groups to facilitate and contribute to operational procurement best practice.
- Gathering, analysis, interpretation and dissemination of data and information to facilitate management decisions, planning and performance reporting.
- Co-ordinating spend and savings information.
- Use of relevant systems/tools in delivery of procurement projects, i.e. PCS, PCS-T, eRDM and the European Single Procurement Document (ESPD).
- Leading and/or supporting medium/high value procurements, including the development, planning and implementation of procurement strategies ensuring compliance with legislation, and optimising value for money whilst addressing Scottish Government policy aspirations such as sustainability, fair work practices and the inclusion of SMEs and supported businesses.

**Person specification**:

- 1. Knowledge and understanding of public procurement policy and procedures, including full end-to-end procurement process in accordance with public sector procurement legislation, procurement strategy development, tendering and contract management.
- 2. Strong analytical skills with the ability to collect and analyse information from a variety of sources, draw out key messages in order to problem-solve and/or make recommendations.
- 3. Strong interpersonal skills with an ability to engage and develop constructive working relationships and collaborate with internal and external stakeholders at all levels.
- 4. Excellent communication skills that clearly convey commercial ideas and information, enable effective liaison with customers and stakeholders and can influence senior level decision makers.**Benefits**:
