**Job summary**:
The team’s role is to drive the realisation of identifiable monetary savings for the Scottish public sector, and contribute to the wider government economic agenda including improving business for SMEs and delivering the Sustainability agenda, in particular in relation to Climate Change and Fair Work First criteria. This will be achieved through the deployment of innovative sourcing techniques and ongoing procurement and supplier management methods.

As a Procurement Portfolio Specialist you will be part of a small team responsible for working collaboratively across the Scottish public sector to deliver and manage frameworks and contracts within our portfolio. You will engage with a wide variety of Stakeholders and Suppliers to achieve objectives and regularly present analysis clearly with colleagues to deliver the right outcome. The post holder will report to the B3 Senior Portfolio Specialist, C&PS based in Victoria Quay, Edinburgh.

**Job description**:

- Leading and/or supporting the development, planning and implementation of procurement commodity strategies. Leading on low to medium value, low/medium risk procurements. Assisting the Senior Portfolio Specialist in high value/risk procurements.
- Involving the gathering, analysis, interpretation and dissemination of Management Information. The co-ordination of spend and savings information.
- Working effectively with a range of stakeholders across the public sector as required, ensuring effective participation and buy-in.
- Ensuring continuous improvement of processes and performance is delivered.
- Work flexibly both within the Division and across the Directorate.

**Essential Criteria**

1. Knowledge and understanding of public procurement.

2. Strong verbal and written communication and relationship management skills.

3. Ability to interpret complex information, including financial or pricing data, and to report findings clearly.

4. Microsoft Office, Excel, PowerPoint, knowledge and experience.
