Overview:
We are currently looking for a B3 Senior Procurement Portfolio Specialist post within the National Collaborative Procurement Division; a Division of the Scottish Procurement and Property Directorate.

The Division is a centre of procurement expertise leading work across all of the Scottish Public Sector to implement the procurement reform programme. The Division places national and sectorial frameworks for use by public sector organisations throughout Scotland.

This post is within the Construction Procurement Collaborative Team which has responsibility for strategic construction procurement arrangements for the Scottish public sector. The arrangements will be, high value/high risk and cover traditional frameworks, contracts and possibly dynamic purchasing systems (DPS).

The team will deliver a wide range of arrangements for construction activity with an initial focus on Civil Engineering.

The post holder will be managed by a C1 Portfolio Manager. Previous experience working in construction is not essential.

**Responsibilities**:

- Manage a range of customers/stakeholders within Scottish Government and the wider public sector to lead, develop and implement procurement strategies for high value/risk complex procurements optimising value for money whilst ensuring key objectives and critical success factors are achieved.
- Lead and manage the preparation and recording of scheduled National Portfolio Forums, User Intelligence Groups and all other necessary meetings with customers/stakeholders within Scottish Government and Industry.
- Lead in all stages of the procurement process in order to deliver high value/high risk contracts in line with procurement policy, best practice and EU regulations. This includes from initial conception, procurement strategy development, tender management and evaluation to contract award (via systems such as PCS-T).
- Manage a portfolio of frameworks providing commercial support to customers throughout the delivery of contracts ensuring compliance with the statement of requirement, terms & conditions, procurement policy and best practice.
- Lead in the management of supplier performance during the contract lifecycle through the use of contract/supplier reviews and appropriate management information to identify risks to delivery, time, cost and quality. You will assist your customers to manage any mitigations and ensure the realisation of benefits secured at contract award.
- Work closely with customers and relevant suppliers to ensure that any cross-contract delivery dependencies are understood and resolve any conflicts between suppliers to support effective contract outcomes, continuous improvement, innovation and on-going benefits realisation.
- Review and revise contracts using product and market knowledge, conducting negotiation with suppliers where required.
- Prepare and submit a range of reports to facilitate decisions taken by senior stakeholders on procurements and contracts.
- Lead and manage in the preparation of Management Information.
- Support draft briefings for Ministers; coordinate and prepare replies to Ministerial Correspondence cases, FOIs and Parliamentary Questions on procurements and contracts.
- Work flexibly both within the Division and across the Directorate to help deliver the organisation’s wider goals.
- Subject to funding approval; manage a small team.

1. Proven track record and understanding of the full end-to-end strategic procurement process, including strategy development, tendering, supplier and contract management and negotiation with a clear working knowledge of public procurement.

2. Strong analytical skills with the ability to draw out key messages and findings to make recommendations and/or support decisions at senior levels.

3. Strong Interpersonal, influencing and stakeholder management skills with experience of building and maintaining relationships at all levels to influence and maximise collaboration across the Scottish public sector.

4. Proven track record in the delivery of complex procurement projects and programmes.
