**Job Purpose**

**Main Duties and Responsibilities**-2 Effective collaboration with Procurement Centres of Expertise for Higher Education (APUC Advanced Procurement for Universities and Colleges) and Central Government (Scottish Procurement) as required. Contribute to provide data through APUC for central government on Best Practice Indicators, Value Measurement and Procurement Capability Assessment. Integrate HE national and regional agreements for use by University buyers. Support key budget holders in area of responsibility, to ensure contractual agreements are in place to support all spend.
4 Create and prepare all Contractual documentations for approval by Head or Deputy Head of Procurement prior to contract signature, with effective implementation of new agreements across the University, supporting stakeholders with appropriate training as required. Support Category Manager to develop and create an effective performance management programme such as “contract supplier relationship management” (C&SRM) in order to mitigate risk to the University.
5 Research buyer requirements across campus so that central contracts can be placed to meet general requirements. Analyse spend on Aggresso finance system as per responsibility to ensure compliance to Procurement policy.
6 Supporting Category Managers to monitor guidance on tender and contract terms and conditions and integrate legal changes into all tendering documentation, so that the University complies with legal obligations. Provide reports as required, such as FOI, Audit or adhoc reports on policies as required. Positive contribution to the monitoring of the Procurement key performance indicators (KPI’s).
7 Effective utilisation of “Quick Quote” through Public Contract Scotland and Public Contract Scotland - Tender (PCST) where appropriate. Ensure value for money is realised on all tenders managed and take responsibility, where required, for preparing benchmarking data and preparing other statistical returns as appropriate.

**Knowledge/Qualifications**

**Essential**
A1 Ability to demonstrate the competencies required to undertake the duties associated with this level of post having acquired the necessary knowledge and skills through personal development and progression in a similar related role.
A2 HND, Scottish Vocational Qualification level 4 or equivalent.
A3 Detailed knowledge of procurement rules within Higher Education or a comparable complex sector.
A4 Detailed knowledge of EC Directives together with other statutory requirements placed on public sector bodies.

**Desirable**
B1 Member of Chartered Institute of Purchasing and Supply, (MCIPS) qualified or working towards it.
B2 High degree of knowledge of public sector procurement rules.
B3 Knowledge of the Freedom of Information (Scotland) Act.
B4 Procurement Knowledge of construction and/or Estates and Buildings activity.

**Skills**

**Essential**
C1 Skills in the use of Microsoft packages such as Excel, Word, PowerPoint; and accounting software packages.
C2 Good communication and well developed influencing skills.
C3 Ability to prioritise and manage workload to meet tight deadlines.
C4 Good analytical and problem solving skills.
C5 Ability to work to tight deadlines with effective project management.
C6 Ability to evaluate tender responses and present and contribute towards the award recommendation.
C7 Well developed interpersonal and relationship building skills.

**Experience**

**Essential**
E1 Typically, relevant broad professional/management experience in a similar or related role working in a public sector (or equivalent) in a buying capacity at a procurement specialist level with qualifications above or evidence of progression and experience gained through relevant work experience.
E2 practical experience of using computerised finance and other business systems.

**Desirable**
F1 Experience of Financial systems.

**Dimensions**
Remit extends to all non-pay expenditure of c£300m and with any University buyer (400+) as allocated by Head or Deputy Head of Procurement. Training - on-line, formal, informal in procurement rules and legislative changes. External and internal contact building effective relationships.

**Planning and Organising**
Tendering activity is performed within timescales - statutory for larger buys. Renewal of contracts to be re-tendered prior to expiry.
Planning and organising the procurement activity with key stakeholders as per responsibility.
Supporting Category Managers and Stakeholders to identify new areas required to be progressed through the tender process.
Effective market knowledge and effective risk management as per responsibility.
Effective management of ad hoc queries Support the Head or Deputy Head of Procurement or Category Managers regarding statutory compliance with FOI or request for tender debriefs.
