We have an exciting new role for an IT Procurement Specialist to join our team in Glasgow on a fixed term basis for an initial 12 months. In June 2023 Scottish Ministers took the decision to end the franchise agreement they had with Serco and bring the Caledonian Sleeper service under the management of Scottish Rail Holdings. Under the Franchise model all shared services (technology and people) were provided by Serco and were deeply integrated into the Serco business.
The purpose of this role is to recruit an IT Procurement Specialist, with experience of contracting IT suppliers, services and development partners required to deliver new hardware, infrastructure, software development and managed service providers.
This role will provide procurement expertise and support throughout the purchasing lifecycle. Caledonian Sleeper is a heavily outsourced business and therefore the procurement of good and services is a key component of the ultimate delivery of service to our guests. It is essential that we partner with likeminded companies, who have a passion for delivery and a focus on quality, in line with operating in an ethical and socially responsible way.

As Caledonian Sleeper transitions to operate within a fully owned subsidiary of the Scottish Government, ensuring procurement compliance is key to protect the business and support our operational teams to focus on delivery.

**Main Accountabilities**:
Manage procurement of IT supplier and service contracts, ensuring compliance with all applicable procurement policies
Manage a programme of work ensuring that all procurement exercises are taken forward in accordance with best practice methodologies and that each procurement realises maximised value for money for Caledonian Sleeper
Provide advice and guidance to internal customers in line with procurement policy and best practice
Liaising with internal and external customers to develop procurement strategies that deliver compliant, value for money contracts to meet the needs of the business and leverage synergy opportunities within other Government Frameworks or businesses.
Ensuring that procurement projects are properly managed and delivered in line with the agreed targets, standards and procedures
Set up of procurement tendering process and documentation, ensuring this is fit for purpose and compliant with applicable procurement policies
Support business contract managers to create comprehensive requirements ahead of procurement process
In conjunction with business contract managers, ensure all contract scope of work documents are created to clearly define the goods / services, including SLAs, KPIs and service credits where applicable
Responsible for supplier risk management and corresponding action plans to mitigate
Conduct due diligence on all existing and potential suppliers to Caledonian Sleeper Ltd
- to ensure their sustainability
Research and hold in depth marketplace knowledge of the supply base requirements for the business

**What you’ll need to do the role**:
Demonstrable experience of the management of procurement for IT suppliers, service providers and development partners throughout the procurement lifecycle
Experience of and expertise in public sector procurement in Scotland is preferred but not essential
Professional qualification or relevant level of experience in a senior procurement role
Ability to communicate and build strong relationships across a diverse community of stakeholders at all levels of the organisation
Ability to think strategically and balance strategic and short-term priorities and objectives
Persuasive, concise, and clear verbal and written communicator
Ability to work with changing priorities and thrive in a fast-paced dynamic environment
Inclusive, approachable, consultative, and enabling nature
A person of high integrity committed to the highest ethical and professional standards
Flexibility to travel is required as there will be need for the role holder to build a presence and relationships across the business and supply chain
