There are 4 posts available that sit in the Charging, Commissioning and Markets Division in the Adult Social Care Group. We are a supportive, diverse team committed to improving the way the adult social care market functions to improve the lives of people who use care and support.
Social care is largely delivered by providers, with local authorities holding the statutory duty to manage and shape local markets, including by promoting choice, quality, and sustainability. Our work focuses on the development and delivery of policy to improve how people pay for their care, the way the social care market functions, supporting local authorities to carry out their statutory duties and leading multi £billion grant programmes to drive improvements in the delivery of adult social care. We work closely with colleagues across central and local Government, as well as with the wider social care sector.
**Job description**:
Social care charging, commissioning and markets are high-profile and dynamic policy areas with considerable Ministerial and sector interest. Our team is responsible for delivering on many of the reforms set out in the 2021 White Paper and the more recent “_Next steps to put people at the heart of care_” and in delivering the department’s key grant programmes to improve the provision of adult social care. This is an exciting time to join the team, as you will be leading on the development and delivery of policy as we look to implement key reforms and new funding programmes in adult social care and has a clear and demonstrable impact in improving the experiences of people who draw upon social care services and their families.
**There are four roles available across the Division**:
- ** Market shaping and commissioning policy leads (two positions available)**: the market shaping and commissioning team leads on developing policy to support local authorities with their commissioning and market shaping activities. This relates to the duties local authorities have under the Care Act to shape their care market to meet the needs of local people. This policy area is critical to the Government’s priorities and pressures in the sector relating to waiting lists, rates of discharge, the social care workforce, and capacity in the system. We are currently investing in a new training programme for senior commissioners and are at an early stage in the development of national standards for commissioners of adult social care services. The two roles will lead on the development and delivery of these policies, while also exploring the other options available for driving improvements to commissioning.
- ** Charging policy senior advisor**: the charging team leads on the policy and legislation which underpin what people pay for their care. This involves keeping the current charging system up-to date and addressing any operational issues or queries which arise, as well as leading on reforms to the charging system. You will own and lead discrete areas of policy development on areas of the current adult social care charging system and reform, including making an assessment as to which bits of policy need to be reviewed, to address issues in the system or to consider interactions with other policy areas.
- ** Fees policy and funding delivery**: the Market Sustainability and Improvement team leads on the delivery of the £2bn Market Sustainability and Improvement Fund which provides funding to local authorities to raise the fees they pay for care to providers, to shorten their waiting times in assessing and placing people into care and support workforce improvements in the sector. We are fast paced, flexible team and have recently launched a £570m expansion of the fund and analysed the capacity plans that local authorities have individually developed for managing the pressures they expect to face this Winter.
