**Job Title**: Head of Operations

**Organisation**: Elmore Community Services

**Hours**: Full-Time, 37.5 hours a week, usually worked between 9-5pm, Monday-Friday, with occasional ‘on-call’ during evening and weekends as required

**Reports To**: Chief Executive Officer

**Pension**:Employers’ pension contribution rising to 5% on completion of probationary period.

**Location**:Elmore’s office is based at Cowley, Oxford, OX4 3UT, with service delivery happening around the Thames Valley

**The Purpose of your Role**

As the Director of Operations, you would hold a pivotal role in enhancing the impact, efficiency, and safety of our operations. This is a new leadership role at Elmore, being created to provide additional capacity, expertise, and support for our teams and the implementation of our strategy.

At Elmore, we deeply value the involvement of service users and people with lived experience in the design and running of services. As the Head of Operations, you will champion the involvement of service users’ perspectives and experiences into every facet of our operations.

**The Role**

**1. Service User Involvement**
- Be a strong advocate for the needs of service users and communities
- Ensure the principle of service user involvement and lived experience are embedded in all aspects of service development and delivery
- Project manage the enhancement of Elmore’s Members’ Association (EMA)

**2. People**
- Attend and contribute to the senior leadership team
- Manage service managers
- Lead the senior management team and their meetings
- Contribute to the chairing of senior management team meetings
- Contribute to management team meetings

**3. Development**
- Support operational teams to understand their roles and priorities
- Review appraisals and staff survey responses
- Design a programme for continual learning
- Lead measures to enhance the resilience and wellbeingof caseworkers and managers

**4. Communication**
- Drive information-sharing across Elmore services
- Support the team to know what is happening across Elmore
- Enable open and honest, two-way communication

**5. Collaboration**
- Deliver processes and systems to enable internal and external collaboration to resolve challenges and problems
- Build strong partnerships externally
- Sponsor policies, initiatives, and projects at Elmore and in external partnerships
- Increase Elmore’s profile within key networks, sectors, and partnerships
- Influence and determine the strategic and operational direction of wider services to give improved outcomes for service users
- Lead and facilitate contract negotiations with partners
- Represent Elmore in the Oxfordshire Homelessness Alliance Leadership Team
- Strengthen Elmore’s service delivery within the Oxfordshire Homelessness Alliance, the Community Mental Health Framework,and the Oxfordshire Mental Health Partnership

**6. Strategy**
- Ensure our strategy is delivered with good project management
- Put plans and operations into action
- Help to develop our strategy
- Help to write our 2025-2028 strategy

**7. Policies and Practice**
- Ensure policies and practice that enable people to be effective in their roles
- Listen and respond to the operational needs of the teams

**8. Commissioning**
- Design services and delivery models and seek external funding
- Respond to commissioning opportunities
- Set up and mobilise services and delivery models then hand onto relevant colleagues

**9. Money**
- Support work to improve financial sustainability
- Concentrate funding onto frontline support
- Work to understand our cost base and identify cost savings
- Ensure that operations are underpinned by a sustainable financial model
- Secure value for money on all our contracts and income
- Set an annual budget

**10. Data and Information**
- Set and meet high standards of information management and data protection
- Lead the maintenance of secure data with accurate records and audit trails
- Increase the richness and value of data when designing projects, services, and initiatives
- Ensure the analytical capability of the organisation
- Make sure teams can access the information they need quickly and easily

**11. Technology**
- Manage technology processes
- Identify technologies for the work we do
- Lead teams to have the equipment to be effective in their roles
- Enhance the technical capacity and proficiency of staff
- Develop a culture of continual technical improvement and innovation across services

**12. Governance**
- Support work to improve quality and sustainability
- Bring forward papers according to the cycle of meetings and the agenda of the Board
- Be a standing member of Quality and Finance Sub-Committees and the Board
- Enable the implementation of the Quality Framework
- Attend meetings and ensure that work arising from them is completed
- Support trustees to engage with the teams on projects
- Fulfil other duties relating to a secretariat rol
