**Job description**:
The job advertised sits in the Central Portfolio Unit (CPU) in the Portfolio and Project Delivery Directorate (PPDD), as part of the Corporate Delivery Group (CDG). PPDD is a key directorate within DfT, with responsibility to define the department’s approach to delivering its range of projects and programmes within the DfT Group (the main department, its arm’s length bodies, and executive agencies). Its areas of responsibility include:

- Promoting best practice;
- Enhancing the capability of our project delivery professionals;
- Providing greater portfolio insight for the department and ministers;
- Improving the efficiency of the project delivery system; and
- Supporting the delivery of the DfT’s large and complex portfolio of capital infrastructure and transformation projects.

We are seeking an exceptional person, to join the CPU and help drive forward improvements. Initially, the role will focus on two improvement workstreams; to establish dedicated ‘Portfolio Mode’ sessions for the department’s senior investment committee IPDC (Investment, Portfolio and Delivery Committee); and to develop and roll out a departmental level PMO architecture model.The role will also have opportunities to lead other workstrands, such as the delivery of a central project register and creation of guidance and other content to be published on the Project Delivery Portal and used by teams across the department.

**Person specification**:

- Project delivery and/or policy skills.
- Excellent communication skills - both orally and in writing - providing confident explanations and challenge to colleagues and stakeholders at a variety of levels.
- Strong interpersonal skills and the ability to build and maintain positive working relationships across functional and organisational boundaries, including building the trust of senior leaders.
- Experience of delivering change by working with senior stakeholders and other teams to achieve an objective.
- Experience of working in a major projects/portfolio environment, and awareness of project delivery and/or portfolio management best practice.
- Experience of using data visualisation to effectively present complex information and inform decision making.
- Have already completed or be willing to complete the Contract Management Foundation training, Management of Portfolios (MoP) Foundation and Practitioner training, and Portfolio, Programme and Project Offices Foundation and Practitioner training.

**Responsibilities**

Key accountabilities of the role include:

- Engage constructively with a range of stakeholders at all levels, including project SROs (Senior Responsible Owner), private offices, senior boards and delivery bodies to support CPU develop and maintain effective outputs and feedback loops from IPDC meeting in ‘Portfolio Mode’.
- Co-ordinate input from teams across the department to create and manage a forward look of Portfolio Mode agendas that drive discussion and inform decision making. Content will need to take account of the needs of IPDC and the delivery environment of the day, including portfolio risks and fiscal events.
- Coordinate reviews for PMOs to maintain performance, providing clear guidance on how the toolkit can be used to design, review, redesign and update the implemented architecture.
- Manage the implementation and take up of a central project register, securing awareness and buy in from stakeholders at all levels, and the transfer of the register to business as usual to ensure its ongoing success.
- Lead on maintaining CPU content for the new PPDD Project Delivery Portal for the department, including communications for the PMO architecture model and toolkit to enable DG led Groups to design and implement their group architecture.
