**The team**

The GCS People and membership team is at the very heart of delivering the Great People pillar of the GCS Strategy. **Building a strong GCS membership brand**:responsible for managing GCS communications channels and developing the membership strategy for GCS, to ensure that every member of GCS knows the benefits of being part of the profession.**

The Programme Delivery officer will be responsible for the day to day delivery and evaluation of the People and Membership Team’s programmes, e.g. the Equality, Diversity and Inclusion Action Plan, Locations Strategy, talent & apprenticeship, leadership, and workforce strategy. As the Programme Delivery Officer you will be responsible for portfolio management and reporting; cost and benefit management; stakeholder management; programme and project planning including milestone management; and risk and issue management of programmes that you work on. Whilst you will have core responsibilities related to at least one of the areas above, you will be expected to operate flexibly across the portfolio of the People and Membership team based on priorities. This will involve leading on cross-cutting work across the team, for example, management and secretariat for the People Board and Talent Forums.

**Job description**:
Responsible for leading and managing the GCS Equality, Diversity and Inclusion Working Group, a cross-government action focused group with representatives from 20 organisations.

Building good relationships with a range of stakeholders - including SCS Directors of Communications, GCS Private Office and Government Recruitment Service (GRS) - to deliver the People Team’s programmes across government boundaries.

Working with colleagues to create clear guidance on inclusive recruitment, to ensure we are enabling those from all backgrounds and locations to join GCS.

Using data to create and present evidence-based insight, evaluating the effectiveness of actions to ensure they are delivering maximum impact.

Working with the member strategy and services team to develop appropriate comms and engagement plans, and materials for GCS programmes.

Management and secretariat for key boards and committees (e.g. People Board/Talent Forums/Resourcing network).

Support on the corporate induction programme to ensure new starts in GCS are invited to appropriate sessions and are aware of the GCS offering.

Play an active role in a flexible team of programme delivery officers to support peak periods across the People team e.g events and programmes where required.

Maintain awareness of GCS strategy commitments, trends, and best practice to ensure the delivery of effective and required learning and talent programmes.
