Job Title: Nuclear Safety Procedure Author

Job Summary:

The Nuclear Safety Procedure Author will take a lead role in the development of detailed Implementation Procedures and safety process documentation to ensure the safe delivery of decommissioning, installation & commissioning of Nuclear Safety Implicated (NSI) Infrastructure and Systems at a Defence Nuclear site.

The procedures will underpin how project works are to be implemented and describe the appropriate controls to be put in place to manage nuclear safety aspects. The procedure documents shall contain the sequential detail of the implementation methodology, tests, commissioning, test parameters and acceptance criteria etc.

The role will require engagement with Subject Matter Experts across multiple disciplines to ensure the appropriate balance of nuclear safety principles and engineering requirements are applied.

All implementation, functional testing and commissioning work carried out on the site will be conducted through the control of either Safety Authorisation Group (SAG) Safety Clearance Forms, SAG Instructions, SAG Procedures, SAG Approved Maintenance Schedules or Standard Operating Procedures. The job holder is expected to become the Contractor's project lead for understanding and ensuring compliance with these processes and procedures.

The successful candidate will be appointed as a Nuclear Safety Authorisation Group (NSAG) coordinator in accordance with the Defence Nuclear site licensing requirements. You will be primarily focussed on the procedure authoring aspects of the NSAG Coordinator role, it is expected that supervising project delivery in accordance with the procedures will be undertaken by others.

The role will also include supervising the production of supply chain documentation which will be developed in support of nuclear safety implementation procedures.

The role may additionally involve supporting in the development of Design Safety Case Submissions & Design Change / Concession Requests.

Key Responsibilities:
  • Gather information from subject-matter experts, including Morgan Sindall supply chain and develop, organise, and write detailed implementation procedures and safety process documentation.
  • Ability to work independently, taking ownership for delivery in terms of scheduling and status reporting to meet operational requirements.
  • Ensure timely development and stakeholder acceptance of procedures, ensuring they are consistent with current good practice and legislative/regulatory requirements.
  • Ensure efficient use of resources in the development of procedures e.g., developing them to the right level of detail at the right time and avoiding potential re-work as designs and implementation methodology matures.
  • Effectively communicating procedures to diverse stakeholders, including regulatory authorities, project managers, engineers, and other team members. This may involve presenting complex technical information in a clear and understandable manner.
  • Participating in continuous improvement initiatives to enhance safety performance, identify lessons learned from incidents or near-misses, and implement changes to prevent future occurrences.
  • Conduct reviews of risk assessments and hazard analyses to identify potential safety issues.
  • Provide technical support to staff on nuclear safety practices.
  • Collaborate with engineering, operations, and stakeholders to enhance safety measures.
Qualifications:
  • Minimum of a Bachelor's degree in Nuclear Engineering, Mechanical Engineering, Chemical Engineering, or a related field.
  • Professional certification in nuclear safety (e.g., Certified Safety Professional, Certified Nuclear Safety Professional) is desirable.
  • Minimum of 5 years of experience in nuclear safety, regulatory compliance, or a related field.
  • Excellent written communication and technical authoring skills.
  • Strong knowledge of nuclear safety regulations, authorising conditions and industry standards.
  • Knowledge of health, safety, and environmental legislation
  • Knowledge of risk management and experience in conducting risk assessments and safety analyses.
  • Experience in the development testing & commissioning procedures inc. Factory & Site Acceptance Testing.
  • Excellent problem-solving skills and attention to detail.
  • Strong communication and interpersonal skills.
  • Ability to work independently and as part of a team.
Skills and Competencies:
  • Analytical thinking and technical problem-solving.
  • Proficiency in safety analysis software and tools desirable.
  • Familiarity with nuclear facility operations and safety systems.
  • Ability to interpret and apply regulatory requirements.
  • Effective project management skills.
  • Strong written and verbal communication skills.
  • Previous experience in a MOD NSAG Coordinator role is advantageous but not essential.
  • Previous experience of drafting / coordinating Nuclear Plant Modification Proposals is advantageous but not essential.
