Introduction  

The Parliamentary Security Department (PSD) is responsible for physical and personnel security across both Houses of Parliament and provides support to Members and staff when away from the Estate. Its purpose is to keep Parliament safe and open for business.

PSD sets security strategy provides expert advice and delivers an operational service. It does this in partnership with the Metropolitan Police Service (MPS) and by working closely with the Parliamentary Estates Teams, Serjeant at Arms and Black Rod’s office, Restoration & Renewal teams, the Parliamentary Digital Service, and other key stakeholders. 

The Role

The Vetting Operations team implements a system of policies and processes which seeks to mitigate the risk of passholders exploiting their legitimate access to Parliament for unauthorised purposes. The Head of Vetting has direct line management responsibility for three A2 staff, and leads three teams comprising over 30 staff responsible for:

security vetting checks, vetting interviews, aftercare and casework; pre-employment screening checks and compliance; and access control, technology, and vetting systems development.

The postholder will report to the Deputy Director of Personnel Security and work with a wide range of partners both inside and outside Parliament to develop and implement personnel security and vetting measures to mitigate insider risk and ensure the effective delivery of the services provided by the team.

Some of the responsibilities for this role include:

Accountable for implementing vetting controls and mitigations relating to personnel security, including comprehensive pre-employment screening, vetting checks, vetting interviewing, vetting aftercare, technical access control and access pass management. Ensure the efficient and effective delivery of key services, including the Security Vetting Team and the ACT team. Lead a team of over 30 staff, motivating and developing staff and embedding the principles of diversity and inclusion. Integrate the ACT team into the vetting team, ensuring that BPSS checks are a seamless part of the vetting process. Act as a senior user for the Security Vetting and Pass Programme (SVP) Phase II.

Skills and Experience

To be successful in this role you will demonstrate:

Experience of working in a security vetting environment, allied with knowledge of personnel security principles and the ability to develop and deliver insider risk miti Excellent knowledge of National Security Vetting, Baseline Personnel Security Standard (BPSS), access control management best practice and access pass management. Ability to lead, manage, develop, and motivate teams to deliver high quality outcomes and sustainable change, while embodying and embedding a culture of diversity and inclusion and ensuring that all staff are supported in the delivery of their roles.  Ability to lead across organisational boundaries, securing co-operation and buy-in Ability to implement and manage change relating to people, organisational structures, and processes – addressing concerns and overcoming resistance.
