The Directorate of Security and Resilience (DSR) mission is to support the delivery of Defence outputs by protecting our people, assets and information in the UK and overseas. DSR is responsible for setting resilience and security policy for Defence and provides advice on how to counter and mitigate the key threats and hazards faced by Defence from a wide range of threats including: hostile state actors; terrorist organisations; and serious and organised crime groups. DSR delivers the MOD’s security policy on: the Defence Nuclear Enterprise; culture and training; physical; personnel and vetting; policing and guarding; resilience and business continuity; and industry. DSR leads the Security Function within Defence, led by the Chief Security Officer of the MOD, who also acts as the Head of Profession for Security in Defence.

The DSR Vetting team covers three specific areas of responsibility:

- Setting Defence vetting policy, working with the Government Security Group in the Cabinet Office to influence government vetting policy, and interpreting it for the MOD and its partners;
- Vetting delivery - maintaining close contact with UKSV and our internal vetting stakeholders to oversee the vetting service; and
- Leading the vetting casework team that makes vetting risk decisions for MOD civil servants and Defence industry personnel.

This 1 year Fixed Term Appointment in the Vetting team in DSR is required to manage the prioritisation of personnel security clearance checks (Vetting casework) for MOD civil servants and Defence contractors. The role will entail establishing and piloting a new process, as well as providing initial assessment and understanding of the outcome of the pilot.

The postholder will need to build and maintain strong relationships with stakeholders in security teams across Defence. It will require negotiation and conciliation skills, and will mean taking unpopular decisions.

The role will also handle other customer enquiries and resolve complex and novel problems, with support, and in consultation with UKSV.

We are looking for an extraordinary individual who is a team player, energetic and enthusiastic, able to multi-task and who enjoys being flexible.

This post is based in MOD Main Building, but there is scope for flexible working. The rest of the team currently splits their time between working in MOD Main Building and Homeworking. There is an expectation to be in Main Building at least once a week.

**Person specification**:
**Responsibilities**
- establish a mechanism for MOD to centralise its approach to prioritisation of Vetting Casework. Each month MOD is allocated 3% of its Vetting casework to be prioritised by UKSV for speedier clearance checks. This equates to circa 50 DV cases per month.
- develop criteria to establish the most important clearances that require prioritisation, balanced against Defence priorities and risk appetites.
- build significant relationships across Defence and UKSV to ensure the allocation is utilised each and every month in the most effective manner possible.

Develop a method to report on the pilot to AH Vetting Policy
- conduct MOD Vetting requirement checks in partnership with Security vetting casework team.
- Use sound judgement, evidence and knowledge to arrive at accurate, expert and professional decisions whilst ensuring all information is handled appropriately and with care, upholding the ‘vetting in confidence’ principle.
- Advise key stakeholders (such as human resources and the security community) on referrals regarding postings, appointments and access to sensitive material.

Essential Skills:
This role will entail regular and ongoing engagement with stakeholders which will require the postholder to demonstrate a particularly high level of interpersonal and organisational skills.

The post holder needs be a self-starter and be able to proactively identify emerging issues and have an aptitude for seeking out solutions to them.

Proficient IT skills with a good knowledge of using excel and outlook.

Desirable Skills:
Have experience of national security vetting.

Internally, the role will need to work closely with security stakeholders in the three military services and in other business units in MOD to understand MOD security risks and to interpret and explain the vetting policy for a Defence audience.
