Job summary

The Senior Emergency Preparedness, Resilience and Response Manager (SEPRRM) provides a source of emergency planning expertise and delivery of strategic leadership in all aspects of public health emergency preparedness, resilience and response within a designated Place and Region geography.

The SEPRRM will ensure, in line with the CCA principles of Integrated Emergency Management, that responsibilities for emergency planning, resilience and business.�

continuity are discharged effectively within the area of responsibility.�� The postholder works with a high degree of autonomy and will ensure there are robust arrangements in place to enable UKHSA to make an effective and timely response to any incident and in conjunction with our partner agencies and stake holders.

The Policy for the operation of emergency planning will be set by the EPPR Oversight Group. SEPRRMs, EPMs and REPMs will work together as a network to ensure cross cover and resilience and will be members of relevant regional and national emergency planning networks.

The postholder will also be expected to work to tight and often changing timescales. Existing knowledge of EPRR alongside experience of coordinating projects and public health will be a clear advantage.

Job description

As a Senior�Emergency Planning, Resilience and Response Manager your main responsibilities will include:

Supporting the Head of EPRR to ensure that the region is resilient, prepared and has plans in place in line with the CCA.To support the development and delivery of the East Midlands EPRR Training and Exercising work programme, ensuring it is rolled out across the region.Ensuring the East Midlands region adheres to the national EPRR assurance review and develops the region to be fully compliant in all aspects of this assessment.To develop and deliver a Business Continuity Management system for the East Midlands in line with National Guidance including the completion of BIA, Risk assessments and BC exercises.To oversee the operational delivery of the Regional Response Centre during response and in preparation for incidents.To support regional stakeholder engagement through LRF, LHRP and HEPOGs ensuring UKHSA support other Category 1 responders in preparing for incidents that could affect public health.Manging topic workloads regional and nationally from National power Outages to Climate Change and Emerging Infectious DiseaseSupporting the delivery of Pandemic Planning regionally and ensuring local partners are supported with their planning arrangements,Manage a multi-disciplined team and be responsible for day-to-day work assigned to the team. Support, motivate and develop people within the team and as appropriate, have professional responsibility for other local Emergency Planning Managers and Officers.To strategically develop as necessary local risk specific plans and contribute to UKHSA wide plans.To ensure there are robust response facilities and resilient secure communications in the area of responsibility in line with UKHSA policy and guidance.To ensure that plans and response systems are tested and exercised and to contribute to and when appropriate design such exercises in line with UKHSA policy and guidance. Also to assess the strategic importance and ensure appropriate involvement in exercises.To ensure that all emergency preparedness activities in their area of responsibility are audited in a way consistent with UKHSA�s status as a Category 1 responder with respect to the CCA.To co-ordinate and lead internal response arrangements, as appropriate, during major incidents and business continuity disruptions.To maintain an upward briefing and co-ordination system for UKHSA enhanced and above and ensure the provision of strategic and operational support to any UKHSA response at IRP enhanced responses as required.Ensure business continuity plans are in place and are regularly updated

Essential Criteria:


Higher degree (Msc) in a relevant EPRR subject or equivalent experienceProven senior management experience in a complex organisationHigh level of expertise in both management practice and practical emergency preparedness and responseProven, extensive experience in developing and delivering emergency preparedness and response arrangementsKnowledge and experience of chemical, biological and radiological hazards in relation to health protection.Knowledge and experience of command and control and multi-agency workingExcellent Interpersonal, relationship, Leadership, Influencing and Motivational skillsExcellent effective verbal and written communication skills for use in a variety of contexts and levelsHighly motivated with proven track record of achieving results within a set timeframe and the ability to work and make decisions under pressure.Critical and Strategic thinker with good level of expertise in both management practice and practical emergency preparedness and resilience and proven effective organizational skills.Project management skills with a proven ability to develop and improve servicesAn understanding of and commitment to equality of opportunity and good working relationships, both in terms of day-to-day working practices, and in relation to management systems

Able to work irregular hours as required and willing to undergo SC Level security clearance
