The Senior Emergency Preparedness, Resilience, and Response Manager (SEPRRM) is the go-to person for emergency planning expertise and strategic leadership in all areas of public health emergency preparedness, resilience, and response within a designated region.

The SEPRRM plays a crucial role in ensuring effective execution of emergency planning, resilience, and business continuity responsibilities. Working autonomously, the SEPRRM ensures robust arrangements are in place for a swift and effective response to any incident, collaborating with partner agencies and stakeholders.

The EPPR Oversight Group sets the policy for emergency planning operations. SEPRRMs, EPMs, and REPMs collaborate to provide cross-cover and resilience, forming part of regional and national emergency planning networks.

The role demands working within tight and dynamic timelines. Proficiency in EPRR, experience in project coordination, and public health coordination are advantageous.

Job Description:

  • Supporting the Head of EPRR to maintain regional resilience and preparedness in alignment with the CCA.
  • Development and delivery of the East Midlands EPRR Training and Exercising work program.
  • Ensuring adherence to the national EPRR assurance review in the East Midlands region.
  • Establishing a Business Continuity Management system for the region.
  • Overseeing operational delivery of the Regional Response Centre and supporting stakeholder engagement.
  • Managing diverse workloads from National Power Outages to Climate Change and Emerging Infectious Diseases.
  • Supporting Pandemic Planning regionally and assisting local partners in their planning.
  • Leading a multi-disciplinary team, ensuring smooth day-to-day operations.
  • Developing local risk-specific plans and contributing to UKHSA's broader plans.
  • Ensuring robust response facilities and secure communications.
  • Testing and exercising response systems and participating in strategic exercises.
  • Auditing emergency preparedness activities in the area.
  • Coordinating internal response during incidents and business disruptions.
  • Providing operational support during UKHSA responses.
  • Maintaining and updating business continuity plans.

Person Specification:

  • Higher degree (Msc) in relevant EPRR field or equivalent experience
  • Proven senior management experience
  • Extensive expertise in emergency preparedness and response
  • Experience in developing and delivering emergency response systems
  • Knowledge of health-related hazards and multi-agency working
  • Strong interpersonal, leadership, and communication skills
  • Ability to manage projects and services effectively
  • Commitment to equality of opportunity and good working relationships
  • Willingness to work irregular hours and undergo security clearance
