We are looking for a Head of Policy and Capability to join the Parliamentary Commercial Directorate at the House of Lords. This is a unique position where you will be responsible for the development and delivery of UK Parliament�s commercial policy, templates, processes and training; and a core part of the team driving PCD�s work to transform Parliament�s commercial function. Your work will have meaningful impact through the design and implementation of policies which not just give Parliament�s procurements and contracts the best chance of achieving great value for money, but also directly contribute to the delivery of the House�s organisational strategy and objectives.

This is an exciting opportunity for someone who can build strong working relationships with colleagues and subject matter experts and is able to utilise their expertise and public procurement knowledge to continuously improve processes, service delivery and the capability of others. Not to mention, it�s a rare chance to work on the Parliamentary Estate at least 2 days per week

Job description

You�ll be accountable for �

Leading your team and the wider function, acting as an ambassador for the values and behaviours of both Houses by demonstrating Respect, Inclusivity, Professionalism and Responsibility.Setting and delivering the strategy for commercial policy and commercial capability building across parliament, collaborating with the Contract & Supplier Management Team to align with the Contract Management Rules.The end-to-end development process for commercial policy, guidance and templates, as well as our Best Practice Guide which is home to them all.Leading the implementation of changes required to successfully adopt the upcoming public procurement rules reforms.Communicating new and changed policies and guidance succinctly and clearly to PCD team members, client teams and other interested parties, including where appropriate Board-level stakeholders.Setting and delivering a Commercial Capability Strategy which supports all of the above points, enhancing existing commercial expertise within PCD as well as developing commercial awareness across UK Parliament. This will include designing and delivering commercial training.

Person specification

What we�re looking for �

Deep understanding of public sector procurement approaches and the policy, template, process, and training needed to drive both compliance and excellent commercial outcomes.Experience developing guidance focussed on the application of commercial policy and procedure in a fast-paced, high-profile environment.Outstanding ability to develop clear, succinct comprehensive briefing and training documents.Confident working with stakeholders at all levels of seniority and commercial expertise, and able to tailor content and style to best meet the needs of their audience.
