Purpose of the post

Responsibility for functions

Main duties

  • Assist the Housing Enforcement Manager to ensure the service fully adheres to the Council's enforcement strategy and policy.
  • Assist with reviewing the policy and strategy for the field of housing enforcement and to assist the department to create and implement an appropriate policy for the field of housing enforcement.
  • Lead in various work fields and cascade relevant information regarding the subject to other members of the Housing and Property service.
  • Lead on complex investigations.
  • Responsibility for supervising the work of the Housing Enforcement Officers and to also give advice where appropriate to include the development of officers to be able to take on additional cases to their traditional duties.
  • Serve statutory notices on relevant persons to ensure appropriateness within the private housing sector and assist the legal section in acting on those notices.
  • Undertake house inspections in order to implement the relevant statutory requirements.
  • Undertake duties to inspect houses on behalf of Leasing Scheme Wales and prepare technical work lists, check quotes received, and discuss this with the applicants and the homeless service.
  • Responsibility for part of the Ukraine Refugee hosting scheme, namely carry out home safety inspections and report this information back on the Council's Sharepoint systems.
  • The EHO is responsible for responding to any Freedom of Information requests received in their area or through the officers under their supervision. Prepare and provide responses to complex RG requests and discuss requests directly with the FOI team in accordance with GDPR regulations. Prepare and send invoices to applicants and ensure payments are due as part of this new campaign to charge a fee on all valid applications received and processed.
  • Attend internal and external meetings as required and provide reports and statistical information as required.
  • Delegate on behalf of other officers in appropriate circumstances as required.
  • Respond swiftly and appropriately to emergency situations.
  • Provide regular reports about the performance of the work, and be a part of the performance management and monitoring process in accordance with the requirements of the post.
  • Contribute towards creating a Service Plan in the field of enforcement and assist in ensuring the development of the Service Improvement Plan and its implementation.
  • Liaise with other Council departments and external agencies and the Welsh Government as required to ensure compliance with all statutory requirements that influence the housing enforcement service.
  • Undertake other relevant duties as directed by the Housing Enforcement Manager.
  • Responsibility for self-development.
  • Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council's Health and Safety Policy.
  • Operate within the Council's policies in relation to equal opportunities and equality.
  • Responsible for managing information in accordance with the Council's information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.
  • Commitment to reducing the Council's carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council's Carbon Footprint.
