Why is this role key to our business?

As a major provider of wholesale connectivity to both residential and business end customers, it is vital that PlatformX Communications (PXC) remains plugged into any regulatory or policy changes and is fully compliant with Ofcom’s General Conditions.

As a senior subject matter expert, this role is responsible for PXC's engagement with Ofcom, Government, Parliamentarians and other policy and regulatory stakeholders such as industry bodies; advising the business on compliance with Ofcom regulation and changes to government policy changes; and responding to Government consultation responses and Ofcom’s Section 135 Information Requests.

How will I add value in this role? 

  • Keeping up to date with any changes to regulation or policy that may affect the business, primarily from Ofcom, Government and the Opposition, and communicating these changes to the relevant areas of the business.

  • Advising the business clearly and effectively on any of these changes, and helping to define PXC's position in relation to these changes.

  • Effectively managing ongoing engagement with Ofcom, including conveying PXC's position on regulation, as well as providing regular Ofcom in relation to compliance on complex projects such as One Touch Switching. This includes leading the gathering of up-to-date information from across the business; liaison across industry and industry bodies.

  • Managing Section 135 Information Request responses to Ofcom, gathering information from across the business to deadlines and securing sign off from relevant senior stakeholders. 

  • Acting as a senior adviser to the business on an ongoing basis in relation to compliance and any regulatory compliance-related issues, including by attending regular compliance committee and Leadership Team meetings as appropriate, as well as acting as an adviser on projects across the business where relevant.

What do I need in order to deliver this role?

As a senior adviser to the business (including the Leadership Team) on regulatory compliance and policy matters in a variety of forums such as the weekly Compliance Committee, this role requires the ability to present definitive advice to senior colleagues, as well as representing TalkTalk’s position to external stakeholders at Ofcom and preparing Exec Leadership Team members to do the same.

The role also requires its holder to raise any concerns to senior colleagues and to suggest the Ofcom-engagement strategy in relation to any issues, as well as proposing the outcomes needed. This role is not responsible for any operational or commercial changes required to address such problems, but may propose such changes to commercial and/or operational colleagues to maintain compliance. 

Given the broad range of issues covered, the role requires the ability to manage several competing priorities at one time and the ability to work independently as well as gathering information across the business.

In order to make this role a success, you will need the following skills and experience:

  • Expert regulatory knowledge and experience, in particular in complying with Ofcom regulation

  • Expert policy knowledge and experience

  • Self-drive and the ability to bring complex issues to resolution acting as the connector within matrix teams.

  • Experience of working in telecommunication sector with expert industry and market knowledge.

  • Excellent stakeholder management skills, both internally working across diverse teams and externally including experience of or the ability to engage with a regulator and government departments.

  • Experience of drafting government consultation responses

  • Experience of leading Section 135 Information Requests and responses to Ofcom in a timely manager.

  • Experience of leading the drafting of regulatory consultation responses

  • Experience of leading meetings with Ofcom and preparing presentation materials and colleagues for such meetings (including Exco members).

  • Experience of updating senior business stakeholders on complex issues
