You will oversee the DCMS learning themes:

  • Management Capability: Engage with stakeholders to identify management capability gaps and needs.
  • Mandatory learning: Advocate the mandatory learning policy, report on course completion to Senior project boards, and serve as the contact for Civil Service Learning reporting.

Key responsibilities include, but are not limited to:

  • Liaising with GSCU and other government departments on L&D strategy, delivery, and operations.
  • Managing the delivery of L&D resources, workshops, and programs to meet departmental gaps and needs.
  • Evaluating resources, workshops, and programs using our evaluation strategy to measure training impact and quality.
  • Procuring training interventions and managing program budgets/expenditure effectively.
  • Leading or collaborating on ad-hoc L&D projects to ensure timely and budget-friendly implementation.

Person specification

The ideal candidate should possess the following key skills and experience:

  • Experience in HR/L&D/OD/Change roles.
  • Experience in managing or leading learning programs or project management.
  • Ability to forecast and manage budgets.
  • Knowledge of evaluating learning programs or projects.
  • Strong organizational skills and ability to prioritize workload.

Desirable skills:

  • Familiarity with Government Skills and Curriculum Unit (GSCU).
  • Experience in organizational learning and talent.
  • CIPD qualification or willingness to obtain.
