Job summary

To achieve this we:�

Develop and implement the DCMS Learning and Development and Careers strategy.Provide colleagues with access to learning the fundamentals of Public Administration and Working in Government.Support the development of deep expertise in specialist areas and enabling continuous professional development.Equip managers with the tools to learn the fundamentals of managing; and developing purposeful, inclusive and resilient leaders at all levels.Create the space and opportunities to grow and learn from each other through mentoring, coaching and buddying.

Job description

You will lead on the following DCMS learning themes:

Management Capability: Engage with stakeholders across DCMS to understand what our management capability gaps and needs are.Mandatory learning: Promote the mandatory learning policy, report on course completion to Senior project boards and be the point of contact for Civil Service Learning reporting.

Core activities are likely to include, but are not limited to, the following:�

Liaise with GSCU and other government departments on L&D strategy, delivery and operations�Project manage the delivery of L&D resources, workshops and programmes ensuring alignment to meeting departmental gaps and needs�Evaluate resources, workshops and programmes using our evaluation strategy to measure the impact and quality of training�Procure training interventions and manage programme budgets/expenditure to ensure effective spend of resources�Lead or collaborate on ad-hoc L&D projects ( Learning at Work Week), ensuring that implementation is achieved on time and in budget

Person specification

The ideal candidate would have the following key skills and experience.�

Essential requirements:

Experience of working in an HR/L&D/OD/Change position.Experience in managing or leading learning programmes or project management experienceBudget management familiarity - being able to forecast and manage spending.Understand how to evaluate learning programmes or projectsThe ability to plan, prioritise a varied workload and proven organisational skills.

Desirable skills:

Working knowledge of Government Skills and Curriculum Unit (GSCU)Experience of working within learning and/or talent in an organisationHold a CIPD qualification, or willingness to obtain.
