The post holder will undertake research to assess the awareness of FTSU and the attitudes of staff to speaking up.

The post holder will meet regularly with the Trusts CEO, CPO and CNO to highlight areas of concern, feedback themes from staff speaking up and share experiences and outcomes.

This will enable the identification of patient and staff safety issues, wrongdoing, cultures of bullying, and wider trust issues.

The post holder will lead on the development and review of the FTSU policy, working with other managers with responsibility for policy development to ensure all other relevant policies are cross referenced to FTSU.


Working in partnership with the Communications team the FTSUG will develop and deliver communication and engagement interventions aimed at: - Increasing the understanding and visibility of the Lead FTSU Guardian and FTSU Guardian roles amongst the organisations workforce.

Promoting speaking up processes and sources of support and guidance, demonstrate the impact that speaking up is having in the organisation, and appropriately celebrate speaking up.

Ensure the freedom to speak up message is relayed to all staff.

The post holder will ensure that staff are aware of, and have access to, support to help them speak up.

The FTSUG will be a highly visible individual, who spends time with front line staff providing expertise in developing a safe culture which supports and encourages staff to speak up and if necessary advising them on how to raise concerns, including externally.


The post holder will deliver presentations to groups of staff and managers, such as team meetings, governors, and Quality leads.

The FTSUG will develop and coordinate a network of ambassadors who will work for cultural change and FTSU to ensure FTSU is embedded within the cultural change process and reaches all parts of the organisation, and everyone has easy access to someone outside their immediate line management chain who can advise and support them.

The FTSUG will provide training to the network of ambassadors to ensure they develop the appropriate skills to successfully implement the role.

The post holder will continuously monitor and evaluate the implementation of FTSU across the organisation.


The post holder will work in partnership with other departments throughout the Trust to ensure that speaking up principles are embedded within all Trust policies and procedures.

The post holder will assess the effectiveness of speaking up processes and the handling of individual cases, and making recommendations for improvement as and when identified.

Participate in the organisations educational programme for all staff so that they understand how they can speak up and for managers about how they respond to concerns and supporting the member of staff appropriately.

The post holder will ensure that staff with protected characteristics are encouraged to speak out and are not disadvantaged by doing so.

The post holder will support managers to develop appropriate attitudes, knowledge and skills to respond to staff speaking up. Ensure that information and data are handled appropriately, and personal and confidential data are protected.

Ensure that individuals receive appropriate feedback on how issues about which they speak up are investigated, and the conclusion of any investigation.

The post holder will assess the requirement to immediately escalate safety concerns to the appropriate persons and seek assurance that they have been acted on.


Will lead in the interpretation of national policy and give guidance on changes in legislation, government guidelines and policy development.
