JobSummary:

The overallpurpose of the Neighbourhood Housing Officer role is to deliver anintegrated generic housing service to tenants and leaseholdcustomers and to work closely with other teams councillors andTenants & Residents Associations to achieve sustainabletenancies in sustainablecommunities.

To provide a proactive and customer focused housingmanagement service across a designated area and to ensure that theCouncil fulfils its legal and contractual obligations to tenantsandleaseholders.

To act as aregular and visible presence on estates taking action to make sureestates are safe and well maintained and provide advice informationand reports on any housing managementmatter.

To support theNeighbourhood Housing Team deliver the Vulnerable ResidentsOffer.

KeyDuties/Accountabilities:

  • Deliverkey housing management services to a high standard ensuring thatactivities are delivered ontime.
  • Provide assistance advice andinformation to residents on the full range of tenancy and estatemanagement services and work with other service areas (e.g repairs)to ensure all contractual responsibilities aremet.
  • Update management informationsystems and databases with for example data relating to customerprofiling tenancy audits estate inspections antisocial behaviourand moving homeapplications.
  • Respond to complaintsmembers enquiries and problems of service delivery which are withinthe post holder s responsibility and make suggestions for improvingservice delivery.
  • Ensure theefficient processing of allowances rights to compensation exgratiaclaims and discretionary awards in line with policy audit and legalrequirements.
  • Ensure the delivery ofall services comply with relevant legislation andregulation.
  • Investigate and manageabandoned properties.
  • Conduct tenancy checksand investigate tenancy fraud.
  • Tomanage decants including being point of contact for tenantliaison.
  • To carry out newtenant welcome visits and tenancyreviews.
  • Investigate and processtenancy changes e.g. succession assignment mutualexchange.
  • Provide specific adviceand support both in person via telephone email and on estates; onareas relating to housing i.e. tenancy agreements repairshousing/tenancy support.
  • Tocoordinate and carry out routine site inspections and makeappropriate recommendations in relation to communal repairs firesafety and general health and safety.
  • To monitor contractsproviding estates services.
  • Toproduce Estate Plans and work with other service areas to deliverthese.
  • To identify nuisance andantisocial behaviour and in the first instance make an attempt toaddress the issue referring to the Tenancy Enforcement Team if theidentified problem continues for that team to investigate andremedy.
  • Toinvestigate and manage other key breaches of tenancy e.gsubletting.
  • To provide reports i.e.on management transfers or case work andactions.
  • To work effectively withpartner agencies.
  • Identify the need forand promote tenant participation and community developmentinitiatives.

Organise andattend communitymeetings.

EssentialExperienceRequired:

Anunderstanding of the issues of housing estate management health andsafety and how these impact on the wellbeing of residents and theresponsibilities oflandlords.

Knowledge ofcurrent legislation relevant to housing tenancy and leaseholdmanagement and safety and estatemanagement.

Additionalinformation tonote:

Ability to workevenings and weekends as required by thejob.
