Main duties of the job

To deliver PHM analytical projects, focussing onpriority projects that will drive the delivery of the SNEE ICS PHM strategy,ensuring coverage of insights across the SNEE population and three Alliances,as well as across care settings.

Work with managers toexpand capabilities in the use of statistical and advanced visualisationtechniques for the purposes of trend analysis, forecasting, hypothesis testingand key driver analysis.

Undertake data analytics to support the PHMstrategy, such as segmentation and risk stratification to identify cohorts withlong-term health conditions, as well as analysis of health inequalities.

Work with managers and clinical colleagues and otherstakeholders to undertake bespoke analysis to develop insights on populationhealth and support service design.

Line manage at least one analyst, supporting staffto deliver their objectives, ensuring clarity of expectations across tasks andperformance, and developing staff to meet their potential.

Responsible for the effective line management ofstaff reporting to the post holder to include recruitment, performanceappraisal, sickness absence, development planning and managing personal conductand competence.

Help managerelationships with key staff across the ICB, in public health teams, and healthand care providers, to ensure a joined-up approach to PHM analytics andco-delivery of insights for the PHM strategy.

Job responsibilities

The Suffolk and North East Essex (SNEE)Integrated Care Board (ICB) is seeking to recruit a Lead Data Analyst (Band 8aAfC) who will deliver a portfolio of population health intelligence.

Population Health Management (PHM) useslinked data to improve the social, physical and mental health outcomes andwellbeing of people within and across a defined population, while reducinghealth inequalities. To enable the delivery of PHM, the SNEE ICB hasestablished a longitudinal linked healthcare dataset for its entire population,and a high performing PHM analytics team to deliver insights using linked data.

The post holder will play a leading rolein the PHM analytics team, developing insights from linked data. Their analysiswill include working with data from across primary, secondary and care sectors,as well as data on wider determinants of health, to undertake segmentationmodelling, risk stratification, analysis of full patient pathways, andidentification and monitoring of health inequalities. They will also play aleading role in maintaining and improving the ICSs population health reportingplatform and secure data environment.

Working with the Senior AnalyticsManager, the post holder will line manage at least one individual, with responsibility forquality assuring their work and developing staff in line with their potential. They will work with stakeholders acrosshealth and care, including in the VCSE, as part of a virtual network ofanalysts in the SNEE Intelligence Function, to use linked data to tailor theprovision of care to identify people who would benefit most from proactiveintervention and to tailor services to best meet population need.

Purpose of the role:

Deliver analytical work in the PHM intelligence portfolio,delivering analytical insights for programmes of work linked to the SNEE ICSPHM strategy.

Deliver data analysis, across a spectrum fromdescriptive to predictive and prescriptive analysis, utilising a range ofanalytical techniques to undertake statistical analysis and forecasting, thatprovide insights on population health and care needs now and in future,including:

o Statistical analysis, including machine learning models, for riskstratification, inference, and prediction

o Segmentation analysis using linked datasets

o Development of visualisations, analytical reports and dashboards

Work with public health teams in local authoritiesand analysts in healthcare providers, especially public health analysts andother PHM analysts, to deliver insights from data on population health andneed.

Engage with customers of PHM insights andstakeholders across the SNEE ICS to ensure that PHM reporting and analysisdelivers on requirements

Work with the Senior analytics manager to deliver anadvanced analytics platform to analysts across the ICS, and work with analystsacross organisations to understand changing requirements and drive improvement.

As a senior analyst, the role holder will buildsystem trust in intelligence through application of sound analyticalmethodologies and processes, good engagement and communication, and a focus onthe most salient problems. They will translate complex information intoinsights that wider stakeholders can understand.
