Job summary

The Medical Workforce eSystems (MWES) team are looking to recruit a Medical Bank and Agency Liaison Manager to become a key member of their team.

The principal requirement of the role will be to manage external medical agencies in line with the medical agency framework, negotiate rates and to manage the eSystem recently procured by the Healthboard. There will be the requirement for regular analysis of data to optimise the use of Medical Bank and to provide regular specialist advice relating to Medical Bank and Agency workers.

The post holder will also be responsible for the line management of an Implementation Support Officer within the team.

Main duties of the job

To contract manage the external medical agencies in line with the medical agency framework to ensure compliance, quality and governance requirements are met. To negotiate medical agency and commission rates in line with Agency Caps set by the Health Board to reduce agency costs. To line manage the Implementation Support Officer and oversee the processing of agency invoices in line with agreed rates. To optimise Medical Bank usage across the Health Board prior to agency engagement. This will involve frequent analysis of Medical Bank and Agency data across the Health Board to highlight patterns, non-compliance and opportunities for improvement. To monitor and maintain the Agency E-System To provide specialist knowledge relating to medical bank workers terms of engagement and Agency Worker Regulations 2010.

Job responsibilities

To be a lead specialist for complex negotiations to reduce the overall medical agency fees across the Health Board which will require agreement and cooperation with multiple external agencies and internal stake holders. The post holder will be required to handle sensitive business information both internally and externally into the Health Board, this will include financial information, such as agency spend, health board rate cards and payments/disputes. The post holder will also be expected to receive and communicate confidential information relating to workers and agencies. Responsible for the overall management of the Medical Bank and Agency liaison for the Health Board. To manage the local communications, training, and engagement with divisional leads responsible for filling gaps in rosters. To manage and maintain systems and processes for effective, efficient, and accurate record keeping for all areas of responsibility and to capture measurable activity which is in line with agreed processes. Develop and produce statistical reports that will require formulation on areas of responsibility as required by the programme manager. To provide specialist knowledge of procedures relating to bank and agency workers and to work closely with, stakeholders at all levels of the organisation, from divisional management, medical staffing teams, recruitment colleagues, agencies, and workers to ensure they are aware of the central team activity and the services provided. To identify opportunities to fill the gaps in rosters by linking to national and international recruitment campaigns to replace agency with substantive doctors. To review, interpret and implement policies, procedures and protocols to ensure good practice for the delivery of Medical Bank and agency systems; provide specialist knowledge to managers and medical staffing team. Assist in work streams and project implementation including monitoring, evaluation and adjustment of protocols and procedures as directed. Research and analyse complex situations/information to identify and resolve a range of problems, for example, changes legislation (Bank & Agency workers, GDPR, Data Protection) that will impact on current processes and terms of engagement. To plan a strategy to manage forthcoming legislative changes, to update any policies or processes related to the changes and to meet the required legislative effective date. To plan and develop briefing papers outlining the changes, implications and recommendations. The post holder will manage the system administration function of the temporary staffing system, ensuring any developments or upgrades are fully considered, tested and implemented successfully. To be proactive in identifying opportunities for improvement within the temporary staffing systems. To create, maintain and deliver improvement plans through to completion, reviewing lessons learnt and planning for the future. To work closely and develop networks with other Medical Locum Bank and agency leads, external to the Health Board, to see ideas for innovation, overcome challenges and share good practice. Pro-actively manage conflict between stakeholders and attempt resolution with negotiation and re-assurance using significant tact and diplomacy. To identify opportunities to reduce medical agency costs across the Health Board from the data gathered via the temporary staffing systems. This may include writing business cases, or presenting service/system improvement options that require analysis of large amounts of data. The post holder will undertake frequent analysis of Medical Bank and Agency data across the Health Board to highlight patterns, non-compliance and compare opportunities for improvement, along with regular comparison of pricing arrangements across multiple agencies and with similar NHS organisations and frameworks. The post holder would be expected to present the various options to project boards and stakeholder groups.

Degree-level education or equivalent training and experience. Specialist knowledge of data analysis, trends, and interpreting data to post graduate level equivalent. Comprehensive experience of dealing with Medical Agencies and Bank and Agency legislation.
