East West Railway Company (that’s us) was created by the Department for Transport (DfT) to oversee the delivery of East West Rail from construction through to wheels in motion, making sure the railway comes together in the right way.

Role Summary:
To develop and maintain the consents management system to support the development and delivery of EWR.
 
Team dimensions:
East West Rail operates a matrix structure. Reporting to Head of Town Planning

 
Key Responsibilities
  • Maintain the Consents Strategy and associated guidance and management plans. Monitor and update as required, working closely with the Head of Land and Consents and the DCO Strategy Lead.
  • Maintain a consents management system, monitor and update as required, embed it into project control systems including management of change, risk and opportunities and the IMS.
  • Provide support on DCO and Transport and Works Act Orders consenting regimes. 
  • Develop and manage the programme to deliver other consents and licences, out with or arising from the DCO, using Permitted Development and existing Transport and Works Act Orders. This will involve working with teams across EWR to embed this in the development and delivery programme to deliver consents and licences in time for construction and operation.
  • Oversee the provision of consents advice and support to design and other teams including advice from the Technical Partner and other suppliers. 
  • Monitor the commitments approval process and commitments database and update as required. This will involve working closely with the Stakeholder Engagement team and the Technical Partner.
  • Monitor, and manage where relevant, engagement with consent granting bodies and appropriate record keeping. 
  • Maintain consent management tool the EWR Consents Register and develop this in conjunction with the Technical Partner   
  • Roll out the consents management system across EWR through training, briefings, and performance monitoring
  • Support delivery of the company outcomes and act as a role model for the company values 
  • Foster an innovative mindset by proactively seeking and implementing creative solutions to challenges.

Skills, Knowledge and ExpertiseYou will be a motivated self-starter with the ability form strong interpersonal relationships, excellent organisational skills, and meticulous attention to detail.
 
You must have:
  • Broad experience in management and delivery of consents for major infrastructure projects across both development and delivery project stages
  • Working knowledge of legal planning frameworks, both TWAO and DCO legislation and processes
  • Stakeholder management experience
  • Substantial experience of development and roll out of consent management systems across multi-disciplinary teams
Ideally you will also have:
  • Some experience of holding roles in fast paced, complex environments during the setup of a new organisation
  • Experience in driving innovation and change in an established industry organisation
  • Project management experience
  • Experience of leading and managing multi-disciplinary teams.
 
Education and Qualifications:
  • Bachelor’s Degree, or equivalent in planning, engineering or related discipline, or equivalent experience and training 
  • Chartered membership of a relevant professional body (desirable)
