Consent Management Lead

East West Rail is a transformative infrastructure initiative designed to connect communities between Oxford and Cambridge. The region currently suffers from limited transportation options, presenting a unique opportunity to enhance connectivity and economic growth for local areas.
Established by the Department for Transport (DfT), the East West Railway Company is tasked with overseeing the successful delivery of the East West Rail project, ensuring that all components come together seamlessly from construction to operational phases.
Position Overview:
The primary focus of this role is to develop and sustain a comprehensive consents management framework that supports the advancement and execution of the East West Rail project.
Team Structure:
East West Rail functions within a matrix organizational model, with this position reporting directly to the Head of Town Planning.
Key Responsibilities
- Oversee the Consents Strategy along with related guidelines and management plans. Regularly review and update these documents in collaboration with the Head of Land and Consents and the DCO Strategy Lead.
- Implement and maintain a consents management system, ensuring its integration into project control mechanisms, including change management, risk assessment, and opportunity identification.
- Provide expert guidance on DCO and Transport and Works Act Orders consent processes.
- Design and manage a timeline for acquiring additional consents and licenses, whether through Permitted Development or existing Transport and Works Act Orders, ensuring timely delivery for construction and operational needs.
- Deliver consents-related advice and support to design teams and other departments, including input from the Technical Partner and external consultants.
- Supervise the commitments approval workflow and maintain the commitments database, collaborating closely with the Stakeholder Engagement team and Technical Partner.
- Manage engagement with consent-granting authorities and ensure proper documentation practices are followed.
- Enhance the EWR Consents Register and work with the Technical Partner to further develop this tool.
- Facilitate the rollout of the consents management system across the organization through training sessions, briefings, and performance evaluations.
- Contribute to the achievement of company objectives and exemplify the organization's core values.
- Encourage innovative thinking by actively seeking and applying creative solutions to challenges.
Essential Qualifications:
- Extensive experience in managing and delivering consents for significant infrastructure projects throughout various project phases.
- In-depth understanding of legal planning frameworks, including TWAO and DCO legislation and procedures.
- Proven experience in stakeholder management.
- Significant experience in developing and implementing consent management systems across diverse teams.
- Experience in dynamic, complex environments during the establishment of new organizations.
- Track record of driving innovation and change within established industry settings.
- Project management experience.
- Experience in leading and managing cross-functional teams.
- Bachelor's Degree or equivalent in planning, engineering, or a related field, or equivalent professional experience.
- Chartered membership of a relevant professional organization (preferred).
