East West Railway Company (that’s us) was created by the Department for Transport (DfT) to oversee the delivery of East West Rail from construction through to wheels in motion, making sure the railway comes together in the right way.

Role Summary:
Lead and manage the delivery of key DCO deliverables including land plans, Book of Reference, Statement of Reasons and the production and issue of notices.

Team dimensions:
East West Rail operates a matrix structure. This role sits within the DCO Planning Land and Consents Management Community, as part of the Strategy, Engagement and Analysis Professional Home. Role reports to the Land Assembly Manager 

Key Responsibilities
  • Develop and deliver effective land & property strategies, plans, processes, and systems to support a successful Development Consent Order (DCO) application and delivery of the project.
  • Develop and oversea Land Programme for all workstreams associated with land referencing and noticing for the EWR project, working with EWR Planning Team to support the integrated programme.
  • Lead the development and delivery of key DCO deliverables to meet the project programme including land plans, Book of Reference, Statement of Reasons, and associated deliverables required during consultation stages of the EWR Project.
  • Manage land referencing work to meet diligent enquiry standard to comply with legal requirements and reduce risk to the EWR project.
  • Develop and co-ordinate the iterative feedback process between land workstreams with design development and construction planning
  • Lead the process to identify acquisition boundaries and serve land and property notices during the DCO pre-application stage and to secure land for delivery and operation of the EWR project
  • Support the improvement of systems and processes to manage land data and deliverables
  • Project manage these workstreams, include the land & property supply chain, to meet agreed timescales, cost, budget and governance processes where necessary initiating corrective actions
  • Monitor and prepare reports for senior managers 
  • Take responsibility of your own and others’ health and safety by working to the EWR Co Health and Safety principles. 
  • Act as a role model for EWR Co’s vision and values, behaving in ways that are aligned with EWR Co’s Ways of Working, as well as encouraging and supporting others to do so too.

Skills, Knowledge and ExpertiseYou will be a motivated self-starter with strong leadership skills and the ability to form strong interpersonal relationships, excellent organisational and communication skills, and meticulous attention to detail. 

You must have:
  • A comprehensive depth and range of experience of delivering land referencing and service of notices in line with statutory processes e.g., Development Consent Order (DCO) applications for Nationally Significant Infrastructure Projects, Transport & Works Act Orders or Hybrid Bills. 
  • A comprehensive depth and range of experience in developing and delivering land referencing strategies and processes for major projects, leading multi-disciplinary teams and suppliers. 
  • Experience of maintaining effective external relationships at senior levels to understand stakeholder needs and priorities with appropriate influencing skills to achieve results at pace 
  • Experience as a senior professional in the delivery of projects involving management of a land acquisition programme involving 100’s of land interests. 
  • Experience in assessing and demonstrating compliance with Statutory, Regulatory and Professional requirements
  • Project management experience
  • Management and integration of a range of suppliers to deliver an overall programme of activities to acquire land and property.
Ideally you will also have:
  • Some experience of holding roles in fast paced, complex environments during the setup of a new organisation
  • Experience in driving innovation and change in an established industry organisation
  • Adaptable to changing circumstances and environments - adjusting priorities, strategies and approaches in response to evolving needs and challenges.
  • Resilient with the ability to bounce back from setbacks and obstacles while remaining focussed on goals.
  • Proficient in navigating change and periods of transformation while maintaining effectiveness.

Education and Qualifications:
Must have: (essential skills)
  • Educated to degree level or equivalent
  • membership of relevant professional body e.g., MRICS
  • Project Management qualification e.g., APM (desirable)
