Digital infrastructure is central to economic and societal resilience and must be capable of meeting current and future needs of business and wider society. It must provide fair access to connectivity for all, ensuring that rural and island communities are integral to Scotland’s economic, social and environmental wellbeing.

As a Broadband Delivery Manager, you will play a key role in the delivery of high-profile digital infrastructure programmes within the Digital Connectivity Division, including the Reaching 100% (R100) broadband programme and Project Gigabit in Scotland. The Scottish Government’s investment to enhance Scotland’s digital infrastructure is central to our response to the COVID-19 pandemic and underpins the transition to net zero emissions and environmental sustainability.

This role involves working closely with programme, delivery, data and policy teams in the Division to maintain delivery momentum across our portfolio of digital infrastructure programmes. You will work across four key areas; contract deployment support, supplier management, stakeholder engagement and analysis of delivery progress to help inform decision making. Of the three roles advertised, two will be more focused around delivery support and the other more focused on localised delivery engagement, albeit with a degree of crossover between areas of responsibility to ensure fluidity and contingency across the Delivery Manager roles. With key experience in these areas and applying these in a fast-paced and high-profile environment, you will be required to work flexibly to meet demands across different programmes, subject to portfolio priorities.

Building trusted and credible relationships with critical stakeholders across the Division and Programmes is a key part of this role. There will also be a particular focus on engaging with suppliers, delivery partners and rural communities to aide overall delivery

You will report directly to the R100 Programme Manager whilst supporting the wider senior leadership team for broadband programmes. This will be a matrix management approach with formal line management aligned to the permanent Portfolio Management Office.

Responsibilities

• Driving optimal delivery across contracts and vouchers for digital infrastructure broadband programmes. Specific supplier management duties will be part of this, including those to support delivery of the R100 main contract, Scottish Broadband Voucher Scheme (SBVS) and Project Gigabit in Scotland;

• Key role to support the Programme Manager and wider leadership team on decision making to optimise programme outputs and alignment across Connectivity;

• Analysis and translation of complex delivery reporting to identify and escalate any build issues – including working with the leadership team to identify these earlier through robust metrics and help develop solutions;

• Key role in relationships with local authority and community stakeholders by understanding their Connectivity needs and support with finding appropriate solutions;

• Develop effective working relationships with operational leads in infrastructure and planning teams in local authorities and wider public sector to enable delivery at pace;

• Work collaboratively with policy, communications and data teams to help assist with enquiries, media responses, FOI requests, or any other related requests in relation to delivery;

• Testing and verification of infrastructure delivery (appropriate training and mentoring will be provided);

• Any other duties as required to support the leadership team to ensure successful delivery of the Connectivity Portfolio’s work.

No specific qualifications required for this post. However, please note that there may be a requirement to undertake a formal contract management qualification as part of this role.

Essential Criteria

1. Experience of delivering in a live programme or project environment at pace, working across multi-discipline teams, engaging effectively with stakeholders at all levels, suppliers and end users to maximise success.

2. Experience in managing relationships with community stakeholders, including an understanding of differing needs such as rural areas.

3. Ability to collate, organise, analyse and use complex reporting tools and information whilst working on your own initiative, adding value and quality at all stages to inform delivery decisions.

4. Proven and demonstrable track record in providing quality Project Portfolio Management functions to support delivery within a formal project or programme environment.

Location

The core team are currently primarily based at 5 Atlantic Quay, Glasgow, although there is also an option to be based at Victoria Quay in Edinburgh. Whilst the majority of internal meetings are held online or hybrid, travel to the office in Glasgow and other locations in Scotland for in-person events and meetings will be required. The directorate follows a hybrid working approach which blends working in SG workspaces and from home depending on the requirements of the role in line with SG policy.

You will be expected to remain in post for a minimum of three years unless successful at gaining promotion to a higher Band or Grade.
