Overview:
The Scottish Government wants Scotland to be a fully digitally inclusive nation in which our digital and data infrastructure is recognised as critical national infrastructure and the benefits of technology are available to everyone.

Scotland’s Infrastructure Investment Plan adopts a wide, encompassing definition of infrastructure. It extends beyond the fibre, masts and small cells needed to meet our connectivity needs, to encompass digital platforms, online public services and data architecture. Future capital investment decisions will be driven by this understanding of the role that data and digital play in ensuring the economic and societal resilience of all our communities and our ability to trade with the world. They will also support our transition to a net zero society by enabling us to replace unnecessary journeys and make more efficient, environmentally friendly use of the more traditional infrastructure of transport and buildings.

Over £1 billion of public funding has already been invested to transform Scotland’s digital connectivity via our Digital Scotland Superfast Broadband Programme and our ongoing Scottish 4G Infill and Reaching 100% (R100) programmes.

The complexity and scale of national digital infrastructure programmes means that delivery is critically dependent on the effective management of stakeholders impacted by or with an interest in those programmes.

Main Duties Of This Role

Reporting to the Head of Delivery, the Digital Infrastructure Stakeholder Lead is responsible for ensuring that all stakeholders are kept fully informed and understand both the Strategy and the various delivery programmes tasked with achieving the Strategy’s aims. The role will act as an intelligent conduit between the programme and stakeholders at all levels - such that information flows in both directions to the right people in the right format and, equally importantly, the priorities of these stakeholders are understood and catered for.

**LOCATION**

Hybrid working is the current arrangement for this post. The post will be offered on a location flexible basis but occasional travel to Glasgow and Edinburgh will be required.

**Responsibilities**:
Directing and managing the relationship with senior stakeholders;
- Responsible for the creation and maintenance of the Senior Stakeholder Management Plan
- Developing, maintaining and disseminating a comprehensive understanding of all aspects of digital infrastructure delivery programmes and assessing the impact on stakeholders, including the development of handling strategies
- Develop relationships with key senior stakeholders, focussing on:

- Scottish Ministers
- Local Authority Chief Executives
- Local Authority Elected Members
- Members of the Scottish Parliament
- Members of the UK Parliament
- The wider public sector community in Scotland
- Members of the Public & Local Community/Action Groups
- The business community
- Telecommunications Suppliers
- Develop relationships with key delivery partners, including:

- Broadband Policy colleagues
- Highlands and Islands Enterprise
- Other Digital Infrastructure programmes
- UK Government, Department of Science, Innovation & Technology
- Building Digital UK
- City Deal programmes
- Mobile Network Operators
- Consult and respond to Scottish Government policy officials on major pieces of work and developments
- Directing operational staff on matters relevant to stakeholders;
- Work with key operational staff across the programmes to ensure that the needs of stakeholders are continually met
- Direct the development and management of information requirements of stakeholders
- Provide a focus for key statutory bodies, including Crown Estate Scotland, Forestry & Land Scotland, NatureScot, Marine Scotland and the Scottish Road Works Commissioner
- Consult on operational issues as they arise
- Provide expert guidance to the programmes and wider Division on a number of key areas, including;
- Knowledge of the telecommunications market in Scotland
- An understanding of current and emerging technologies in the delivery of broadband services and the methods of construction
- Experience of major capital procurements
- Experience of broadband infrastructure procurement design
- Extensive knowledge of State Aid/Subsidy Control requirements, in particular the National Broadband Schemes of 2012 & 2016 and the Gigabit Infrastructure Subsidy scheme
- Awareness and understanding of relevant legislation for both the delivery of telecommunications infrastructure and the necessary roads and planning requirements

- Develop and manage a comprehensive broadband coverage monitoring process tracking broadband availability across Scotland
- Develop and maintain relationships with broadband suppliers
- Work with the Digital Connectivity Information Management team on managing incoming data
