We are pleased to be able to offer an exciting opportunity to join the Electronic Patient Record (EPR) Programme Team at Northampton General Hospital. In partnership with our chosen supplier, we have embarked on our digital excellence journey to implement a nationally-leading EPR system that will transform the quality of care for our patients and staff by having instantly accessible information using the latest mobile technology, reducing paper usage and utilising clinical decision support tools.

As EPR Applications Manager you will be responsible for the efficient delivery of a the EPR configuration and build, focusing on the delivery to internal project based timelines.

Main duties of the job

You will be responsible for management, development, daily maintenance and application support for the EPR Programme.

You will have excellent problem solving, communication and organisational skills, along with significant experience of managing a team within a digital healthcare environment. An expert knowledge of how computer systems support patient care will be essential as will experience of working in a system management role.

You will have a full understanding of the ITIL Lifecycle - and how EPR systems support fits within that, ensuring that robust change management processes and policies are in place to manage all changes in a timely and safe manner.

Using your expert knowledge, you will play a key role in defining configuration and design for EPR systems, with particular regard to usability in the clinical setting.

You will act as an escalation point and single point of command for third party suppliers and system users during the programme, ensuring a swift and coordinated response, ensuring downtime is kept to a minimum.

Through your detailed knowledge of the Trust business processes and their delivery via the systems, you will lead on continuous improvement, recommending and implementing improvements to systems and related procedures.

Job responsibilities

Key Duties

Leadership and overall management of the EPR systems support team to provide efficient, integrated and customer-focused services to all staff, delivering excellent customer service, supporting the team to ensure that services provided across the group are and continue to be effective, meet the clinical and business needs of the Group, and represent best value for money.

Creation and maintenance of a Domain Management plan to manage the various system environments during the system and upgrade lifecycle, acting as the technical expert for project environments.

Ensure accurate documentation and controls are in place for Role based Access to EPR information systems.

Ensure effective service delivery monitoring is in place, with up-to-date dashboards for service reporting purposes.

Planning of improvements to ensure systems are reliable and resilient, and that robust arrangements for maintenance are in place and regularly assessed.

Liaise with colleagues (such as the EPR Programme Manager) to enable creativity and innovation around the future provision of EPR solutions, in support of the Digital Strategy.

Establish key relationships within the Service Delivery Team to enable all incident and service requests to be responded to within the departments SLAs and in line with departmental policy.

Develop, implement, manage and monitor internal departmental OLAs within the ICT department and wider group.

Work with the Trusts Information Security Manager to ensure that Trust EPR systems are compliant with best practice and conform to standards expected in the security section of the IG Toolkit. Provide evidence of effective security controls for the purpose of the annual IG Toolkit Submission to HSCIC.

Responsible for the system onboarding processing, ensuring the service catalogue is up to date, roles and responsibilities understood and all new services are transitioned to live through a controlled and process driven approach. You will be a key member of the ICT change advisory board (CAB).

Lead on business cases and support longer term business planning for theimplementation and strategic development of electronic patient records and diagnostic systems within the Trust.

Negotiate with external organisations over service issues third partysuppliers, other NHS organisations, to ensure any outstanding issues areresolved to the satisfaction of the Trust.

Collaborate with colleagues to ensure effective integration of the ClinicalApplications with other systems with the aim of maximising the efficiency of the clinical workflow overall, and longer term business planning.

Develop appropriate testing methodologies and systems to ensure Patient and Diagnostic Digital systems meet trust and legislative requirements, particularly in support of upgrades, security patches

Person Specification

Educations, Training and Qualifications

Essential

Educated to Masters level education or equivalent level or equivalent experience delivering Digital services Detailed knowledge of the provision of health services Significant understanding of clinical workflows relevant to EPR in NHS setting Evidence of continuous personal and professional development ITIL Certification or relevant experience or working in an ITIL environment

Desirable

Project Management qualification, such as PRINCE II or experience of using structured project methodology Evidence of experience or qualification in one or more of the following SQL / SQL Server HL7 Interfaces Reporting tools ( Business Objects) Windows Server Administration

Knowledge and Experience

Evidence of continuing professional development Extensive experience in building and managing clinical systems delivery functions at a senior level (preferably in an NHS environment) Experience of digital/IT clinical systems change/project management while also developing and maintaining high standards of quality Demonstrable understanding of clinical workflows relevant to EPR in NHS setting Significant professional experience providing support for clinical systems Experience in building, leading, motivating and developing multi-disciplinary teams as effective people manager Demonstratable working knowledge of effective performance and budgetary management and control including achieving annual targets on a regular basis Sufficient knowledge of NHS/Government policies, strategies and organisational relationships in relation to the service area, to be able to advise stakeholders and develop proposals for the service area Good knowledge of digital healthcare standards and NHS datasets and their relationship to coding, finance and commissioning Experience of contributing to the development of policies and procedures Experience of implementing change Demonstrable knowledge of clinical risk management policies and processes Experience of developing and executing testing plans
