The Data, Knowledge and Research Directorate includes teams focused on analysis, data science, evidence finding and knowledge management, research and evaluation, and registries including cancer, child measurement programme, congenital anomalies, suspected suicides and child deaths. The Analysis Team provides intelligence on the population of Wales using a wide range of data on health, wellbeing and its determinants to help inform improvement in population health; ensure that health services align with need; and reduce health inequalities.

Main duties of the job

This post is designed to ensure high-level support to the Head of the Analysis Team. Along with our Principal Analysts, you will also provide leadership, support and guidance for Senior Analysts and Analysts within the team. Working with other team members you will be responsible contributing to and leading the development of public health intelligence products such as reports and dashboards, responding to requests and advising colleagues in other parts of the organisation and beyond regarding health intelligence matters.

Job description

Job responsibilities

As a senior member of the team, your role will be wide-ranging and demand a broad set of skills. You will be part of our management group, helping to provide day-to-day support and strategic direction for the team, alongside the Principal Analysts and the Head of the Analysis Team. You will lead important projects, and project teams, using an Agile approach. You will negotiate with a range of internal and external stakeholders and you will apply your technical expertise and public health knowledge to the development of quality-assured analytical products that meet our users needs. You will also take on a technical leadership role for particular datasets or analytical techniques. Crucially, you will support the development of our more junior analysts, through both line management and the provision of in-house training and advice.

Essential

A Master's degree, or equivalent experience, that includes components related to analysis and statistics. This might include, but is not limited to, the following subjects: mathematics, statistics, computer science, data science, geo-spatial science, physics, economics, econometrics, chemistry, biology, ecology, psychology, geography or public health

Experience

Essential

Extensive experience of utilising large and complex datasets to answer questions Delivery of timely, innovative analytical projects with impact, to meet user needs Working with project management framework, as part of a multi-disciplinary team, across the whole project lifecycle Effective verbal and written communication of complex analytical results and issues to technical and non-technical audiences Experience of scoping analytical requests and/or projects Identifying, developing and delivering analytical coaching, mentoring and / or training Working effectively across organisational and professional boundaries Able to understand and interrogate the quality of survey and administrative data to assess whether it is fit for purpose

Desirable

Experience in utilising large and complex datasets related to population health Experience in line management and staff development Experience of Agile delivery management

In-depth knowledge and experience of standard computer software - Microsoft Excel, Word and Outlook Strong data analysis skills, including interpretation of data Knowledge and experience of specialist computer software, such as R, SQL, Statistical or GIS systems, for the production of complex analyses for a range of audiences Highly developed skills in the production of effective and compelling data visualisations Excellent writing skills including data story-telling Able to deliver effective verbal presentation of complex information to technical and non-technical audiences

Working on cloud platforms, particularly Azure Use of Git / GitHub or similar

Knowledge

Essential

Understand and complies with legal and ethical requirements for data privacy, security and confidentiality, such as the Data Protection Act 2018, and the Caldicott principles. Knowledge and experience of statistical techniques and procedures, including their application to public health analysis
