Job summary

This is an exciting opportunity to join an established Recovery & Rehabilitation Service in Exeter.

The post holder will be responsible for the effective operationalmanagement of the Recovery & Rehabilitation Team RRT comprising theintensive inpatient, intensive community and ongoing community andrehabilitation phases of the pathway.They will use effective leadership, change management and team buildingskills to improve the mental, physical, and social health of those with complexpsychosis through the monitoring, evaluation and development of the serviceprovided, and setting standards for care and medicine management. They willhave responsibility for the line management of staff and the financial andperformance management of the service.

In conjunction with the Community Services Manager the post holder willwork to engender a recovery focused culture which prioritises social inclusionby means of collaborative care planning and psychosocial interventions, usingthe principles of positive risk management, new ways of working and appropriateclinical pathways.

It is not envisaged that this post will carry a caseload, however, anindividuals job plan may include clinical work.

Main duties of the job

Job Purpose

ServiceDelivery & resource management Inpartnership with the team consultant psychiatrist, be responsible andaccountable for the operational service delivery of the RRT. Beresponsible for the management of RRT resources to deliver services which meetthe required financial performance and quality standards, working effectivelywith the LDU management team as required. Monitor and deliver Health& Social Care performance standards through team dashboards Agree and implement abudget plan to support the service plan Devise and implementperformance and workforce management arrangements. Line Management responsibilities Ensurethat all staff are appropriately supervised and appraised and that opportunitiesfor Continuous Professional Development are identified and maximised Take responsibilityfor the selection, appointment and retention of team members. Operationally managestaff attendance, sickness and annual leave for the team Ensure safe andeffective staffing levels, adhering to inpatient safer staffing standards

Communication & Working Relationships

Work closely with key external personnel including, Police, Social Services provision, Housing, Voluntary and non-statutory agencies and a wider Health and Social Care Community ensuring staff are fully briefed, know and understand the processes and are able to move service users appropriately through the service. To be effective, clear and accurate when using all forms of communication throughout the organisation, using different styles and methods of communicating relevant to the complexity of the context and recipient. Work collaboratively with safeguarding teams across Devon and Torbay. Liaise and link with professional stakeholder groups, service providers and agencies to develop mutually helpful working relationships. Act as a point of contact for multi agencies seeking information about the team, or wanting to refer to it. Present information, some of which may be contentious, to staff groups, service user groups, carers groups and other stakeholders using a range of techniques and media. Co-ordinate and investigate complaints and grievances and identify performance management issues taking remedial action as necessary and ensuring that any management lessons learned are identified and disseminated to teams Ensure that any learning from SUIs and RCAs is identified, disseminated and where necessary put into practice.

Planning & Organisation

Actively participate in multi-agency forums ensuring that the development and delivery of integrated local services is in line with local need. Plan and organise the work of the team including staff training and development. Develop, monitor and maintain effective staff rostering systems, ensuring effective use of available resources to maintain safety and ensure that this is within budget. Ensure that effective systems are in place to ensure teams function safely setting up processes, monitoring and review, ensuring governance and team structures are appropriate and effective. Implement and evaluate systems to monitor risk, cleanliness and infection control.

Responsibility for Patient/Client Care, Treatment & Therapy

Responsible for ensuring assessment, planning ,implementation and evaluation of evidence based care / treatment required, including health promotion for people receiving support from RRT Take a key role in assisting with the development, delivery and evaluation of an evidenced base rehabilitation programme. Responsible for ensuring that the requirements of the Mental Health Act 1983 & 2007 are implemented, observed and adhered to. To take lead role in the developments and provision of social / therapeutic activities for people receiving support from RRT, working with the wider MDT to provide individual plans for recovery. Monitor, evaluate and action plan team members with regard to their clinical performance, care plans and caseload management. Implement a formal and active system of caseload review, caseload management and pro-active care management that will enable achievement of local and national targets. Participate in safeguarding children to level 3 as set out in Safeguarding children and young people: roles and competencies for Health Care staff. Be responsible for maintaining clinical governance standards within the RRT. Be responsible for the maintenance of health & safety standards within the RRT. This includes the development of both clinical and general risk assessments and risk management plans. Ensure robust risk management systems are in place: Have an ongoing awareness of high clinical risk situations within the team and advise clinicians on actions to be taken to respond to risk. Review all incident reports and complete serious incident reports. Chair meetings relating to clinical management for individuals where high levels of risk and or complexity is involved. Attend other meetings relating to risk management where other agencies have a statutory role as chair. Ensure that appropriate action is taken to safeguarding adults and children. This will include providing and receiving highly complex and sensitive information in relation to safeguarding adult and children, co-ordinating and chairing safeguarding meetings and implementing relevant care plans To ensure that the role of the family or carer is understood, considered and acknowledged within the care of the patient and actively promoted.

Policy, Service, Research & Development Responsibility

To actively participate in research and audit activities across the recovery and rehabilitation pathway. Be aware of national and professional developments. Assist teams and individuals to negotiate changes in practice required to meet ongoing service developments. To maintain and ensure current and evidence based practice are the basis of care / treatment provision. Participate in the maintenance of current services and future developments within the rehabilitation pathway with positive professional attitude and fully engage in service changes. Initiate service developments and projects. Plan provision of local services in conjunction with the service manager and other managers. Responsible for commenting on and the development where appropriate of Trust Clinical Policies within their sphere of responsibility.

Responsibility for Finance, Equipment & Other Resources

Be responsible for the management of delegated budgets within the team, both pay and non-pay, to ensure the optimum use of available resources. Authorise payments to internal / external contracts within agreed levels of responsibility. To ensure the appropriate skill mix within the RRT to provide effective rehabilitation and that this is provided within the allocated budget. Advise team members on matters relating to care management and finance requests. Take part in budgetary decision making as a member of the care management funding panel as requested. Ensure the Community Service Manager is informed promptly of any areas of overspend or areas of budgetary concern.

Responsibility for Supervision, Leadership & Management

Lead and operationally manage a team of staff ensuring that they operate within DPT policies and procedures. Develop and empower staff within the team. Manage the overall day to day work load of the team dealing with staff and performance issues as necessary. Recruit and select staff for the RRT. Ensure that new staff receive an induction programme. Ensure implementation of appropriate management supervision arrangements for all staff and provide effective management and supervision to all staff. Ensure that all staff receive training in accordance with the Recovery and Rehabilitation Strategy in additional to core and mandatory training. Ensure completion of all PDRs to support staff development, setting clear performance objectives and ensuring that each staff member understands their individual responsibilities and act accordingly within their sphere of responsibility. Contribute to, and lead where applicable, the design and implementation of effective workforce planning and development Facilitate, co-ordinate and monitor all operational aspects of the activities carried out by RRT. Ensure that the team assurance framework is regularly reviewed There is a requirement to support learners on a regular basis which includes the achievement and updating of profession specific training to the required standard to fulfil this role. Experience

Essential

At least four years post-registration that can demonstrate a range of experience in a variety of care settings Substantial experience of working at a senior clinical level.

Desirable

Extensive experience of managing a busy caseload for people with a range of mental health complexity. Worked within a community mental health setting in either the statutory or voluntary sector.

Knowledge

Essential

Understanding of recovery principles in Mental Health An excellent understanding of the NCMHF/ Mental Health Act/ Mental Capacity Act/ Deprivation of Liberties/ Care Act The co-ordination of care through personal planning and a strength based model.
