We are looking for a forward-thinking Generalist Consultant, who has a proven track record working across all domains of public health. An established leader with drive and highly developed public health skills to help shape decisions over a range of public health functions, operating and influencing across the system to achieve a significant impact for improving health and wellbeing of the Wiltshire population.

Main duties of the job

As Health Improvement lead, you will work in partnership with senior leaders across the Council, with the Integrated Care Board and place-based Integrated Care Alliance, our three acute trusts, the voluntary sector as well as other partner agencies to improve health outcomes and make a positive difference to the lives of people in Wiltshire.

You will provide leadership and direction to a team of practitioners and specialists, with support from a public health principal. This portfolio includes an operational team of health coaches, providing behaviour change advice and support to Wiltshire residents.

As a member of the senior management team you will help to lead public health and support the Director of Public Health in realising the ambition to ensure that public health is well placed to support the wider system for improved services and efficiencies. You will influence and inform local policy on health improvement and behaviour change, linking across all domains of public health activity.

Job responsibilities

The range of duties expected of the postholderinclude: Taking responsibility for a range of publichealth issues and work across organisational and professional boundaries actingas a change agent managing complexity, ensuring prevention is embedded acrossthe system and to deliver improvements in health and wellbeing.Providing briefings on the health and wellbeingneeds of local communities to Councillors, Council Officers, ICBs, the 3rdsector, the public and partners. Where required to do so, the postholder willprovide verbal briefing to Councillors, other colleagues and stakeholders inperson which maybe at short responsibility for development,implementation and delivery of policies. This may include taking the lead indeveloping detailed inter-agency and interdisciplinary strategic plans andprogrammes based on needs assessments which may lead to service specifications.The postholder will be expected to contribute appropriately to the procurementprocess.Providing expert public health support and wholesystem leadership to ensure an evidence- based approach for commissioning anddeveloping high quality equitable services, within and across a range oforganisations including voluntary, public and private sector. This includes thehealth service component of the mandated core service. This will includeexpertise in evaluation and development of appropriate KPIs and outcomemeasures.Utilising (and if appropriate developing)information and intelligence systems to underpin public health action acrossdisciplines and organisations. This may include providing leadership forcollation and interpretation of relevant data including production of the JSNA.Working with the DPH, this will include the integration of the appropriateelements of the public health, crime, NHS and social care outcomes frameworkswithin the systems developed by the local authority as well as with relevantpartner organisations. Supporting the DPH in the development andimplementation of robust strategies for improving the health and wellbeing oflocal communities including ensuring qualitative and/or quantitativemeasurements are in place to demonstrate improvements. This may include takingresponsibility for the judicious use of the ring-fenced public health grantand/or working with ICBs, Trusts, contracted provider organisations and UKHSAand OHID. Providing the key local authority link to theresearch community, providing advice/support to colleagues and co-ordinatingappropriate access to scientific information. The postholder will be expectedto take part in relevant research networks and to influence research programmesof such networks so that the research needs of the local authority are takeninto responsibility for the trainingobligations of the directorate, including undertaking the responsibility ofEducation and Activity Supervisor. These duties will be agreed jointly with therelevant Head of School of the South West Public Health Specialty trainingprogramme. Underpinning much of these duties are publichealth tasks such as: Undertaking health needs assessments as requiredto enable evidence led actions to be taken to improve the health of the local population.Developing prioritisation techniques andmanaging their application to policies, services and to help resolve issuessuch as the investment-disinvestment debate.Effective communication of complex concepts,science and data and their implications for local communities, to a range ofstakeholders with very different backgrounds.Understandingof evaluation frameworks and applying those frameworks to the benefit of local capacity to apply the scientific body of knowledge on public health to the policesand services necessary to improve health and to formulate clear practicalevidence-based understanding of human and organisational behaviour and the application of thisknowledge to the achievement of changeInspirecommitment to public health outcomes and to prevention as a core feature ofpublic sector the lead on behalf of the council forissues relating to health protection, ensuring good links with local, regionaland national bodies, such as UKHSA, NHSE.

Inclusion in the GMC Specialist Register/GDC Specialist List/UK Public Health Register (UKPHR) for Public Health Specialists - this entails a masters programme plus further postgraduate medical specialist training. If an applicant is UK trained in Public Health, they must ALSO be a holder of a Certificate of Completion of Training (CCT) or be within six months of award of CCT by date of interview. If an applicant is non-UK trained, they will be required to show evidence of equivalence to the UK CCT. If included in the GMC Specialist Register/GDC Specialist List in a specialty other than public health medicine/dental public health, candidates must have equivalent training and/or appropriate experience of public health medicine practice. Public health specialty registrar applicants who are not yet on the GMC Specialist Register/GDC Specialist List in dental public health/UKPHR must provide verifiable signed documentary evidence that they are within 6 months of gaining entry at the date of interview; all other applicants must provide verifiable signed documentary evidence that they have applied for inclusion in the GMC/GDC/UKPHR specialist. registers.
