Main duties of the job

The post holder will provide direct leadership to the contracting and procurement function ensuring delivering of all the statutory requirements also ensuring that expert advice is provided to the other functions of the organisation and support the delivery of its strategic objectives and operational plans.

The Deputy Director will act as the technical contracting lead for the ICB, providing advice and guidance to the ICB and Alliances on all matters relating to contracts.

The post holder will also have an active senior advisory role within the Alliances, supporting the delivery of performance assurance at all levels of the organisation.

Lead, develop, inspire and manage teams including the setting of objectives and work plans to support the delivery of organisational objectives. Lead the development of robust commissioning governance processes for the ICB, ensuring that organisational decision-making aligns with the commissioning cycle Lead the ICB procurement team, to support commissioners through an agreed, procurement route/plan to achieve compliance with procurement governance and SFIs. Ensure each member of the team has a clear set of objectives, development plan and opportunities to discuss performance and development through regular review sessions. Job description

Job responsibilities

The Deputy Director of Contracts and Procurement will be a highly credible professional with a track record of delivering performance improvement with partners and ensuring compliance with appropriate regulation.

The key objective of this role is to work with providers to improve performance, this will primarily be through partnership working and influencing, backed up with robust contract management and procurement systems. The postholder will, on behalf of the Director of Finance, lead on ensuring the delivery of healthcare services for Suffolk and North East Essex is secure by translating commissioning plans into healthcare contracts and procurement plans.

The post holder will actively deputise for Director of Finance at system and Alliance committee meetings and when required regional meetings.

The Deputy Director of Contracts and Procurement will lead on the management of procurement and contracting across the ICB geography, including the three Alliance localities (West Suffolk, Ipswich and East Suffolk and North East Essex). The post has responsibility for ensuring the procurement and contracts strategy is delivered, and for management and governance of the contracts at both an Alliance and system level. The specific responsibilities associated with this role are highlighted below.

On behalf of the Director of Finance the postholder will be responsible for:

Be a member of Board sub-committees and actively deputise for the Director of Finance Developing the system contracts governance structures and processes for the ICB in line with statutory and regulatory requirements Performance assurance, contract negotiation and contract management of all contracts Leading the procurement strategy for the ICB in line with statutory and regulatory requirements, including the Provider Selection Regime and Procurement Act. Lead the procurement team and procurements of complex and high value contracts on behalf of the ICB

Contract portfolios, locality leadership and other responsibilities will be reviewed from time to time and may be added to, or removed, as required by the organisational need.

Understanding of the wider NHS ICB transition agenda Sound knowledge of current and developing NHS policy, current government policies and change programmes Sound knowledge of current and developing procurement policy, including the Provider Selection Regime Evidence of successful decision making within a fluid environment without clear guidelines or precedent Project sponsorship and management experience
