CHoICE are looking foran experienced Prorgramme Manager who can inspire others through change, andwith specialist knowldege in public procurement to lead a number of keyprojects.

As part of the SeniorLeadership Team, you will play a pivitol role in developing the service with afocus on customer service, maximising value and ensuring compliance withlegislation and national and regional initiatives.

Main duties of the job

Reporting to theCommercial Director, the Commercial and Efficiences Programme Manager willoversee an exciting programme of transformational change across Procurement atCHoICE and South Tyneside and Sunderland NHS Foundation Trust.

With the support of aData Analyst and a Procurement Programme Officer, the successful candidate willlead a number of key workstreams to implement existing and new national andlegislative directives, and support the Commercial Director to embed a datadriven approach and clincally led approach to procurement.

The successfulcandidate will need to be dynamic, values driven and committed to collaborativeworking. You will need to be a vision led individual with a strong desire tomake a difference and help deliver improved patient care.

Itis essential that the successful candidate has an indepth understanding ofexisting and new public.

Based at Sunderland Royal Hospital, providing a full range of Facilities Management, Procurement and Outpatient Pharmacy services. Job responsibilities

The Commercial and Efficiencies Programme Manager,reporting to the Commercial Director will be responsible for the delivery of arange of key projects across the scope of the Business. With a proven trackrecord for leading change, you will be responsible for developing andimplementing a programme of change across multiple key work streams derivedfrom the Companys operational strategy, encompassing process improvement andtransformational change.

TheCommercial and Efficiencies Programme Manager will have the dedicated supportof a Procurement Programme Officer and Data Analyst in relation to achievingthe transformational change in the Procurement Business Unit plus access to thewider CHoICE Procurement Team to support specific projects.

Essential

Ability to manage multiple competing objectives and react to the needs of radically different projects as and when they demand attention Must be able to think and operate at a strategic level to contribute effectively to long term improvements. Must be able to co-operate and communicate effectively with other senior colleagues outside own discipline. Must be able to manage complex projects and supplier relationships to the benefit of all CHoICE Stakeholders. Ability to absorb complex information from a range of sources, and translate into priorities across the range of services managed. Excellent and demonstrable management skills. Must have the ability to delegate yet control the workload and be able to motivate a multi-disciplined workforce by strong leadership

Qualifications

Essential

Masters degree level management and/or business qualification. Member of the Chartered Institute of Procurement and Supply. Substantial evidence of continuing professional development, including project management.

Experience

Essential

Extensive experience in commercial management, procurement or supply chain roles, preferably within the NHS. Experienced in reviewing and interpreting complex financial and analytical information to support the development of strategic plans and delivery of change programmes. Experience of data collection and using tools to measure the impact of services. Substantial experience of managing multiple projects across multi-disciplinary teams to successful outcomes. Substantial experience of leading change management, which has delivered increased efficiency and improvements. Experience of leading programmes of work in a senior capacity.

Evidence of on-going professional development on specialist courses.

Knowledge

Essential

Extensive working knowledge of the Public Contract Regulations 2015. In depth theoretical knowledge of the Procurement Act 2023 and the changes that need to be embedded for Public Bodies to remain compliant with the Law post October 2024. A thorough understanding of NHS Englands Strategic Commercial Framework and how this impacts on local and regional procurement. Extensive understanding of the principles of effective service change and modernisation. Extensive knowledge of best practice project management. Excellent knowledge and appreciation of maintaining effective relationships within complex, multi-stakeholder projects.

Physical Skills

Essential

Travel between sites is required. Advanced keyboard skills - physical skills/hand-eye coordination to accurately and proficiently use a computer keyboard when manipulating data or preparing reports.
