Job summary

We are looking for a well-organised, highly motivatedCompliance & HR officer to work across the Complaince and HR Teams.

You will support the HR Compliance Business Partner inproviding a high quality, proactive compliance service to the Workforce &Organisation Development Directorate (W&OD)

You will support the HR Team tocontribute to the provision of a comprehensive proactive HR service to managersand staff.

You will be supported by friendly and knowledgeable teamsand this is an ideal opportunity for someone who wishes to increase theirexperience in Workforce Compliance/Human Resources and the NHS.

This is an agile role which, after a period of induction andtraining, can include home working and will include working across Trust siteswith the main base being at Bishop Auckland Hospital

Main duties of the job

To act as the first point of contact for managers and staffon all matters relating to W&OD compliance

To act as the first point of contact for managers and staffproviding timely advice and guidance as required on HR issues including: HRpolicies and procedures, terms and conditions of service; management ofattendance; etc. ensuring compliance with current employment legislation.

To provide an effective administrative support;including for example, the preparation of agendas, taking minutes, preparationof documentation for hearings etc

We provide hospital services from two acute sites - Darlington Memorial Hospital and University Hospital of North Durham. We have a centre for planned care in Bishop Auckland and provide care from community hospitals in Chester-le-Street, Shotley Bridge, Barnard Castle, Sedgefield and Weardale as well as over 80 other community based settings and providing care in patients' homes.

Job responsibilities

COMPLIANCE

To act asthe first point of contact for managers and staff providing timely advice andguidance on W&OD compliance matters

Tomaintain Directorate Register of W&OD policies and liaising with Policyleads to ensure review dates are adhered to and co-ordinate the submission ofPolicies to relevant Committees for approval.

Tosupport the Compliance Business Partner with the process for policy monitoringrequirements

To act asa central point of contact for all Data Subject Access Requests fromemployees/ex-employees, co-ordinate the collation of information from relevantparties, maintain a central register of requests, monitoring compliance withstatutory timeframes and escalate breaches as appropriate

Tosupport as required, all FOI requests for W&OD, ensuring timely responsesto the requests in order to meet statutory timeframes and escalate breaches asappropriate

Maintaina database of Internal/External Audits, and chase up outstanding actions asappropriate.

To be thecentral point of contact and co-ordinate W&OD Directorate Widecommunications.

Inliaison with the Trust Communications Team, arrange and maintain the update ofthe W&OD StaffNet page

Maintainan up to date list of local Accredited Trade Union/Staff representatives andcompose replies to routine correspondence relating to trade union enquiries andaccreditation of union members.

Tomaintain the register of Local union representatives facility timeactivity. Assist the HR ComplianceBusiness Partner with collation of data for Annual Reporting Submission

Assistwith the production of the JCNC agendas and associated papers, ensuring theyare issued in a timely manner. Attendthe JCNC as note taker

HUMAN RESOURCES

To act asthe first point of contact for managers and staff providing timely HR adviceand guidance as required on HR issues for all staff including: HR policies andprocedures, terms and conditions of service; management of attendance; ensuringcompliance with current employment legislation.

Withappropriate support from the HR Managers/Advisors provide effective advice andsupport to managers in the management of sickness absence and provide supportto managers by attending non-complex sickness interviews as necessary.

Withappropriate support from the HR Managers/Advisors assist in non-complex formalinvestigations.

To assistHR Advisors/Managers with collation of document packs as necessary.

Maintainthe prior consideration list and, on a weekly basis, check those on prioragainst vacancies and flag where there are potential suitable alternativeemployment opportunities and take action as appropriate including escalatewhere necessary.

To liaisewith managers regarding the admin side of lapsed Registrations and ensure theappropriate HR representative is kept updated

Supportthe delivery of the Trusts Human Resources Policy training programmes;organise training and other events, preparing materials as appropriate.

GENERAL

Toreceive and respond to internal and external correspondence, taking appropriateand timely action as required, in accordance with Trust and/or departmentalstandards and processes.

Developand maintain electronic administration systems/databases to aid the smoothrunning of the HR and Compliance teams to meet service requirements.

Tocontribute to the development and review of appropriate W&OD policies andprocedures, Work Instructions/SOPS, and working practices

To ensureall appropriate issues are escalated to the HR Compliance Business Partner when appropriate

Toprovide an effective and high quality administrative support service to theDirectorates Heads of Service

To liaiseand set up meetings as appropriate.

Attendingmeetings and taking notes as required.

Supportthe Compliance & HR teams with the implementation of ad-hoc projects asrequired

Tocontribute to the delivery of Directorate plans and programmes as identifiedwithin key objectives

Work aspart of a team to ensure the delivery of quality Compliance & HR services.

Any otherduties commensurate with Band.

Person Specification

Qualifications

Essential

Good General Education (GCSE) Educated to Diploma level 4 in a relevant discipline or equivalent experience.

Desirable

Evidence of continual personal development regular updates in employment legislation and other HR related matters Certificate in HR Practice (or be willing to work towards)
