Procurement Manager

The Manger Technical Procurement is responsible for managing and coordinating the activities of all assigned staff in fulfilling the goals and objectives of the Technical Procurement function incorporating Marine & Dry-Dock. The Manger Technical Procurement is responsible for the content, implementation and execution of Technical Procurement Standard Operating Procedures for the assigned brands. This position is responsible for ensuring the vessel operation is not interrupted by the delivery of technical goods and services.
Essential Duties and Responsibilities:
Plans, organizes and controls the activities related to category specific procurement area. Manages and directs all employees in their assigned area. Determines & tracks Key Performance Index targets for the group and provides objective feedback and development plans for any employee performing below expectations. Manages new hire requests and terminations to ensure complete and competent staffing. Prepares instructions regarding purchasing systems and procedures. Designs, implements, manages and monitors procurement reporting systems to meet brands’ requirements Ensures that total costs are identified and optimal savings are realized throughout the entire purchasing process Negotiates complex requests for equipment, supplies and services from suppliers and subcontractors. Research of obsolete equipment. Serves as primary contact for Internal Customers for assigned brands both shore & onboard. Responsible for ensuring monthly and quarterly financial objectives are met for Marine Operational Groups from a procurement perspective. Provides management support, training, and guidance to any direct or outsourced employees. Manages resolution of vendor and contractor grievances where identified, determines root cause, and implements corrective and preventative action. Manages any invoices in dispute and service requisitions to ensure timely completion. Performs other duties as required. Responsible for Purchase order approval limit $50k Responsible for annual spend of approximately $50 million on non-contracted items. Ensures orders are compliant and processed based on total cost of ownership Manages resolution of high dollar invoices to accurately reflect corporate performanceQualifications:
Minimum Bachelor’s degree in Business Administration or Technical Field from an accredited college, university or the international equivalent
Knowledge and Skills:
Managerial experience in a cruise line or maritime environment related to purchasing and /or supply chain function. Ability to manage the financial aspects of the assigned procurement functions including the successful identification of expense reduction through cost efficiencies. Ability to manage headcount within area. Knowledge of principles and processes for providing customer and personal service including needs assessment techniques, quality service standards alternate delivery systems and customer satisfaction evaluation. Knowledge of policies and practices involved in the Human Resources function. Ability to manage staff in a positive and productive manner by motivating, developing and managing employees as they work. Ability to utilize and administer the disciplinary action process through coaching and counseling to improve performance or terminate employment. Ability to read and write English to understand and interpret written procedures. This includes the ability to give and receive instructions in written and verbal form and to effectively respond to questions from management, coworkers, shipboard employees and vendors.
