We are offering a position of Assistant Accountant in the Financial Management Team. As part of your role, you will be supporting non-recurrent programmes of work, forecasting monthly positions, holding budget meetings and various other tasks.

Main duties of the job

You will join a supportive team and received full training on all aspects of the role. Tasks include maintaining working papers, managing budgets, dealing with a range of enquiries from staff and external customers, so strong communication skills are essential. Our work is audited, and it is therefore vital that accurate records are maintained.

At interview you will need to demonstrate a willingness to learn and possess excellent organisational skills. You will be a team player with initiative, able to manage your own workload and meet service demands. Good IT skills with knowledge of Microsoft Office applications are required.

The ICB has a large geographical area, base location to be discussed with successful candidate. Hybrid working is offered with a minimum of 2 days per week in the office.

Job description

Job responsibilities

To providesupport to the Finance Manager and Head of Finance in the production anddelivery of all aspects of statutory and other financial reporting.

To produce and analyse monthly budget reportsusing the ICBs ledger system and report writing packages.

To monitor andmaintain budgets, advising and assisting budget managers in relation tofinancial issues and planning.

To support the provision of an effectivefinancial management function, through provision of high quality, accurate,relevant, and timely information to budget managers. This will includeinvestigating variances on budgets and resolving highly complex financialqueries.

Ensure systems and procedures are in place tosupport a smooth and timely closedown. Including calculating and enteringaccruals and prepayments into the ledger.

Manage/monitor a monthly closedown/reportingtimetable to ensure all financial deadlines are met.

Maintain the ICBsbudget control schedule/income control schedule and Reserves schedules,ensuring that new resources are actioned and budget journals have been inputcorrectly.

Contribute/review and write procedure notes toensure internal controls and systems are in place.

Assist with themonthly cash flow forecast to allow NECS to control the ICBs cash limits.

Provision of financial training to both Financeand non Finance staff.

Liaise with internal audit in relation tofinancial controls and procedures.

To providetechnical/financial advice to all members of staff.

Responsible forthe day to day management and supervision of the Finance Assistant, includingmanaging performance, supporting staff development and completion of regularappraisals.

To produce ad hoccostings and analysis as and when required.

Discuss financialqueries from suppliers/customers, which are often complex and can be contentious,including reasons for delays in payment.

Participate inAnnual Budget setting exercise.

The completion ofad hoc returns on behalf of the ICB.

Ensure paymentsare being made via BACS/ready to pay files relating to LIS/PIS etc.

Liaise with NECS withregards to financial services and other finance issues.

Participate inthe training of finance trainees and workplace/student placements.

Other duties asdirected by the Finance Manager and Head of Finance

Person Specification

Qualifications

Essential

AAT qualified, or equivalent significant relevant experience.

Desirable

Preferably actively studying towards a recognised Professional Accountancy Qualification.

Experience

Essential

Micro-computing skills especially software packages Excel and Word.

Desirable

Experience and understanding of financial ledger systems preferably NHS. Ability to utilise Oracle and Business intelligence software to interrogate Oracle general ledger.

Knowledge

Essential

Advises finance and non finance managers on matters relating to their own area, providing detailed advice and guidance, acquired through professional Accountancy Qualifications. The post holder should have a good knowledge of current issues affecting NHS finance, and the ability of conveying those issues to service users. Knowledge and expertise in areas of a technical nature including various accounting procedures, (control accounts, NHS VAT legislation, and ledger feeder systems. Knowledge in the preparation of working papers to support the production of annual accounts.
