European and APAC regulatory guidelines for financial institutions have led to increased requirements and responsibilities to effectively manage risks associated with the outsourcing of services to affiliates and third parties.


The International Outsourcing Manager resides within the International COO Office and leads the International Outsourcing process - responsible for the development and execution of the regional outsourcing framework, with a focus on our extensive network of intercompany agreements across the region and with our US parent companies. This role is accountable for the facilitation, implementation and enforcement of a consistent approach to the outsourcing framework within the region and will work closely with CIB and Enterprise partners to ensure a consistent and coordinated approach to evolving and maintaining the regional outsourcing risk management framework.


Responsibilities:

Responsible for the design, delivery, oversight and sustainability of the regional outsourcing risk management framework and target operating model, and for collaborating with other key functions/partners for this activity. The framework should be proportionate, value and outcomes driven, while adequately managing third party risk. Key activities undertaken in person and by the outsourcing team under this individual include:

  • Holding functions accountable to manage and oversee their relevant outsourcing risk
  • Monitoring and escalating non-compliance with the framework
  • Managing the internal aggregate monitoring and oversight of intercompany and Third Party agreements across multiple legal entities, including: collating data; challenging service recipients; identifying improvements; reporting to relevant Committees and Boards
  • Supporting communication efforts and building a strong stakeholder engagement model to promote the intercompany outsourcing and third-party management in the region and support firm-wide change management in the third party and outsourcing functions
  • Creating monthly/quarterly reporting packs for relevant Committee meetings, preparing status updates and collating management information required to monitor the effectiveness of intercompany outsourcing initiatives in the region
  • Engaging with Third Party Officers across the bank to collate and report on the status of external outsourcing arrangements
  • Maintaining and enhancing relevant procedures, guidance and processes to support the intercompany outsourcing framework
  • Enhancing the use of Key Performance Indicators (KPIs) and Key Risk Indicators (KRIs) within intercompany agreements
  • Designing and delivering the training and awareness plan for key framework shareholder
  • Supporting the completion of Regulatory submissions, as required for the outsourcing of material/critical services
  • Assisting businesses in responding to regulatory queries, on-site visit preparation and follow-on requests for information
  • Creating a cost-effective platform for executing the risk management framework e.g. via automation of reporting and offshoring of control execution tasks.
  • Overseeing and driving the execution of BAU and key strategic enhancement activities, in line with the established processes and best practice. Providing guidance and supporting the International Outsourcing team members for the execution and delivery of BAU activities. Liaising with the International Head of Infrastructure to ensure appropriate resource allocation across BAU and strategic priorities. Supporting more junior team members in the execution of activities as necessary.
  • Planning and executing large scale and complex projects and initiatives to deliver a best practice intercompany outsourcing and external Third Party risk management framework. Lead the BAU/day to day management of FTE and contract resource in the delivery of projects / initiatives and BAU activities.
  • Providing thought-leadership to further enhance the target operating model for outsourcing within the region as necessary. Ensure adherence with regulatory requirements, consistency across entities and support for Boards, Excos, Management Committees and senior managers to execute their respective responsibilities.
  • Acting as an outsourcing and Third Party subject matter expert on relevant projects, remediation activities and legal entity changes.
  • Influencing key regional and Enterprise stakeholders to ensure regional requirements are represented. Liaising with CIB and Enterprise counterparts to achieve consensus on the operating model and control framework and collaborating on implementation. Supporting other team members and the International Head of Infrastructure and Shared Services to deliver on other ICOO priorities as necessary and appropriate.


Skills/Experience Required:

  • Extensive experience in outsourcing risk management in wholesale Banking or Financial Services organizations, including service governance and cost allocations.
  • Subject matter expertise in the outsourcing regulatory landscape in EMEA (principally UK and EU) and familiarity with regulatory requirements in key APAC centres (Hong Kong and Singapore)
  • Deep knowledge of internal control and risk management with strong understanding of business operations.
  • Ability to think strategically, build credibility and influence key stakeholders.
  • Knowledgeable about peer practices and market standards and able to provide thought-leadership on the target state risk management framework.
  • Experience in change management and project management.
  • Ability to lead, influence, motivate others to take accountability to drive results
  • Excellent communication skills, both verbal and written, and proven ability to effectively interact with senior management
