SP Energy Networks is part of ScottishPower and is the Distribution and Transmission Network Operator that keeps electricity flowing to homes and businesses throughout Central and Southern Scotland, North Wales, Merseyside, Cheshire and North Shropshire. They play a critical role in providing security of supply, facilitating new connections of renewable energy, and are focussed on harnessing technology and innovation to create the network of the future.

Statement from current group chair
- Over the last [five] years SP Energy Networks' (SPEN's) User Group and Customer Engagement Group have challenged and worked with the company on their investment proposals and approach to business operations across Transmission and Distribution. With the Electricity Distribution Price Control Final decision expected in December the company has agreed to look at a more encompassed challenge group to cover both Transmission and Distribution aspects of their business._
- This new Group will constructively challenge the company on behalf of consumers and users of the energy network and hold the company to account on the commitments that they have made in their Price Controls. In addition, it will work with and challenge the company as they prepare their business plans for future Price Controls. SPEN's senior leadership team recognise the benefit of having external, independent experts scrutinising their plans and lending both their expertise and insight into their business activities and providing different perspectives aligned with customers of their service._
- With the combined Transmission and Distribution Group there is a need to secure some new members covering different areas of expertise, details of which are contained within this pack. It is an exciting time in the GB energy market and in particular for energy networks, who are key to unlocking the energy sector's contribution to net zero._

**_The Opportunity_**
SP Energy Networks are setting up a new ‘Net Zero Advisory Committee’ (NZAC), a panel of independent stakeholder representatives, responsible for constructively challenging the company and ensuring it keeps abreast of the fast-paced and changing energy landscape in the drive to Net Zero. The group will challenge the company on how well it is delivering against Price Control delivery plans set out for both Transmission and Distribution and bring a wider perspective to the company’s decision-making process.

The NZAC will consist of a Chair, two main Deputy Chairs (one with a technical remit and the other with a Consumer focus) and a group of specialist members. It will operate independently from SP Energy Networks to maintain impartiality and will have the following main functions:

- Work with SP Energy Networks to review performance, identifying emerging issues or concerns, particularly affecting customers, and stakeholders.
- Challenge the company to act and offer guidance and recommendations where appropriate.
- Provide stakeholder insight in development of price control reopener projects, particularly those which have a strategic impact
- Offer challenge and knowledge to co-create future Business Plans ensuring emerging consumer issues are reflected and stakeholder views are incorporated.
- Help influence senior decision making
- Work with SPEN topic leads to identify issues and offer constructive challenge to the SPEN team

**_What you’ll be doing_**
The Net Zero Advisory Committee will review and assess delivery against Business Plans whilst considering ongoing stakeholder engagement activities to make sure business plan deliverables continue to be supported by stakeholders, justified, and fit for purpose.

Throughout the regulatory period, the NZAC will convene every 1 - 2 months to discuss, review and challenge progress against Business Plan, feeding in any points of note on behalf of stakeholders. To do so effectively, members will dedicate sufficient time to the following activities:
