This is a really exciting time to join the MMO as we become an independent coastal state, embedding new repatriated functions and services with an increased focus on the protection and enhancing of the marine environment.

The Head of Accountability and Governance is responsible both for ensuring that the MMO governance framework supports the highest level of decision-making across the organisation and, working with the MMO Board’s Secretariat, for setting the strategic direction of the MMO Board and its respective sub-committees in delivering MMO’s objectives.

The post holder is responsible for ensuring the coherence and effectiveness of the MMO corporate level governance, up to the MMO Board, ensuring full integration of governance.

The role will oversee the implementation of the new Accountability arrangements (Sponsorship) within the Defra Group, ensuring that the governance arrangements within the MMO integrate appropriately, including preparing for the Delivery and Assurance Board. The role will be a primary contact and relationship manager with Defra Sponsorship. This will include supporting the Director of Finance and Resources with Public Appointments relating to Non-Executive Directors and General Member appointments to the ten regional IFCAs.

The role holder should have a strong track of corporate governance (sponsorship); public appointments and accountabilities; risk and assurance (including UK Managing Authority).

The post holder is responsible for managing a wide range of relationships with senior stakeholders including Non-Executive members of the Board (including its Non-Executive Chair) Executive Leadership Team, senior managers and external stakeholders from across Government Departments as required.

Job description

As the Head of Accountability and Governance specific responsibilities will include but is not limited to the following activities.

**Accountability and Governance (Sponsorship)**

Accountable for ensuring that the MMO receives guidance and support on all corporate governance matters, through ensuring that the MMO governance framework supports the highest level of decision-making across the organisation as follows:
**Leadership**
- Lead and manage the Board Secretariat in delivering a first-class governance and secretariat service to the MMO’s Executive Leadership Team and Board and their respective sub-committees, including the Audit and Risk Assurance Committee and Remuneration Committee.
- Responsible for the overall MMO’s governance and delegations of authority framework, ensuring that it is coherent and consistent, provides clarity across the organisation and supports decision-making at the highest strategic level.
- Provide leadership and support to the disciplines of Risk, Audit and Assurance, which includes the relationship management with the Head of Internal Audit (GiAA)
- Provide principal support to the Director of Finance and Resources in setting Board and sub-committee agendas ensuring that:

- the forward programme of meetings is proactively managed and focused on delivery of organisational objectives as set out in the MMO Strategy and Corporate Plan; and
- senior stakeholders are guided and supported in respect of key decision-making as described in the MMO Scheme of Delegation
- Engage with Defra to ensure that the various ALB corporate governance activities are complementing to Defra activities.

**Stakeholder Management**
- Develop and maintain stakeholder relationships with the MMO Board Chair, Non-Executive Directors, the Chief Executive Officer, Executive Leadership Team, Defra Sponsorship, GIAA Head of Internal Audit and the Chairs and CEOs of the ten regional IFCAs.

**Public Appointments and Inshore Fisheries and Conservation Authorities (IFCAs)**

**Public Appointments**
- In close working with the Director of Finance and Resources, liaise with the Defra Public Appointments Team on the undertaking of the Secretary of State’s high-profile Non-Executive Directors (NEDs) appointments to the MMO Board.
- Liaise with Defra on the requirements of the Annual Ministerial Review and quarterly performance reporting.

**Inshore Fisheries and Conservation Authorities (IFCAs)**
