**Job summary**:
This is an excellent opportunity to work at the heart of Parliament, overseeing or implementing effective governance processes in the House of Lords Administration. The role of the Administration is to support and strengthen the work of the House of Lords. The Administration is led by the Clerk of the Parliaments (its Chief Executive) and the Management Board. The House of Lords is a complex governance environment, encompassing functions provided by the House, by bicameral or shared services and by external supplier. The governance structures include specific officials with statutory responsibilities, boards and working groups made up of officials and domestic committees made up of members of the House. This complexity is exacerbated by the range of services provided, the scope for involvement and scrutiny by members of the House, and the reputational importance of ensuring the House is well run.
This role will be central to evolving the House’s governance support function to ensure it meets the highest standards of governance and supports the House to face future governance challenges.
The main objective is to oversee and coordinate the House of Lords governance support function and to deliver a high quality, robust and proportionate governance function, adhering to best practices of corporate governance in the public sector in order to support the House in promoting the effective and efficient use of resources and staff across the Administration, driving value for money, enabling clear accountability and pursuing long term strategies.
**Job description**:
**Main Objective**
The main objective is to oversee and coordinate the House of Lords governance support function and to deliver a high quality, robust and proportionate governance function, adhering to best practices of corporate governance in the public sector in order to support the House in promoting the effective and efficient use of resources and staff across the Administration, driving value for money, enabling clear accountability and pursuing long term strategies.
**Line management and budgetary responsibilities**
The postholder would report to the Chief of Staff to the Clerk of the Parliaments.
The postholder would have line management responsibility for:
- Clerk to the Services and Finance Committee
- Secretary to the Management Board
- Risk and Performance Manager
**Other responsibilities of the post**
The main objective is to oversee and coordinate the House of Lords governance support function and to deliver a high quality, robust and proportionate governance function, adhering to best practices of corporate governance in the public sector in order to support the House in promoting the effective and efficient use of resources and staff across the Administration, driving value for money, enabling clear accountability and pursuing long term strategies.
This will include:
- Line managing governance-related colleagues and counter-signing other colleagues as necessary.
- Coordinating governance issues with others in the Lords (such as the Secretary to the Commission) and counterparts in the Commons and PDS.
- With other relevant stakeholders (such as the Chief Operating Officer and Finance Director), providing advice to the Clerk of the Parliaments on matters of governance.
- Working with the team to ensure a cohesive and coordinated governance service is provided to governance bodies (both official and member-led).
- Supporting colleagues in the Lords, Commons and PDS to achieve the best governance outcomes for their operations.
- Working with the team and colleagues across the Administration to ensure that business planning, risk management and performance reporting is effective and supports good management.
- Taking responsibility for ensuring core governance documents (such as the Management Board and the Heads of Office handbooks) are maintained and reflect good practice. Overseeing the development of governance policies, standards and processes.
- Taking the lead on or advising as necessary about processes for appointing external members to boards and committees to ensure consistent and appropriate processes are followed.
