**About the Role**

We are looking for a full-time permanent Head of Governance and Performance, who will be responsible to the Group managing Director and the Group Board for ensuring high standards of governance and statutory compliance within the Group. Our relationship with the council as shareholder and commissioner is critical in ensuring that the companies are meeting the priorities of the local authority. Other key stakeholders will be the Lampton executive team, customers, other Hounslow partners, Government departments, auditors and other public bodies.

This role will sit within the Senior Executive Team and will report to the Group Managing Director. The role holder has overall responsibility to ensure high standards of governance and business support, oversee an internal audit programme and risk management arrangements and report on performance within the Group.

There will be a specific responsibility and accountability to the Group Board and the Audit and Risk Committee.

The post holder must work effectively as one of the Lampton Group’s senior managers, delivering corporate objectives as part of the Group Executive Team and with the Board, be a role model for effective and positive leadership behaviour that is outcome focused, demonstrate and ensure high standards of probity and compliance with company policy and the law, work as part of and lead multi-disciplinary project teams to foster collaboration and delivery of transformational projects.

**Key Responsibilities**:
1. Take overall responsibility for the proper governance of the Lampton Group, providing appropriate and robust advice to Executive and Non-Executive Directors and the Chairs of Boards about their legal responsibilities. Ensure compliance with the companies’ legal responsibilities. Ensure that the responsibilities within a Company Secretary role are discharged to a high standard and in accordance with best practice.

2. Ensure the high-quality administration of Boards and Committees.

3. Take lead responsibility for the annual internal audit programme.

4. Develop and maintain a framework for the assessment and mitigation of risk within the Group.

5. In collaboration with the Director of Finance, ensure appropriate insurances are in place for the Group, including directors.

6. Take lead responsibility for information management within the Group, including compliance with GDPR.

7. Support the Director of Finance in the production of annual Business Plans, in collaboration with the Managing Directors and the Board.

8. Develop and maintain a Programme and Project Management Office (PMO) function which assists the Board and Managing Directors in initiating, managing and utilising the output from projects undertaken within the Group.

9. Ensure that high-quality digital and ICT services are available to the Group and its subsidiaries, through procurement from LBH or other 3rd parties or through in-house provision.

10. Develop and maintain a Business Intelligence and Performance Management function for the Group which provides high quality information about the performance of the companies to the Boards, the Executive Team and to managers, ensures that the quality of services and of the customer relationship is maintained and improved.

11. Provide leadership, influence, vision, challenge, direction and support across the businesses, enabling effective service delivery in line with the organisation’s plans, objectives and priorities.

**About the Lampton Group**

The Lampton Group is group of companies wholly owned by the London Borough of Hounslow and providing services to the residents of Hounslow. The services include, domestic waste collection and recycling, the management of parks and open spaces, facilities management, including repairs to council homes, the management of sports and leisure centres, and the development, acquisition and management of homes.
