Springs TMC is seeking a Community Housing Officer to continue to deliver and enhance community involvement initiatives on Springs estate in Bury.

You will work with the Housing Officer, when required, around rent collection including taking payments, tenancy management, repairs and maintenance, voids and squatting, health and safety, equal opportunities amongst other issues to ensure an excellent service to our customers.

**JOB DESCRIPTION**

**Post Title**: Community Housing Officer

**Location**: Springs TMC Housing Office, 55 Dorset Drive, Bury, BL9 9DN

**Post Grade**: Scale 9 £30,559-£33,366 per annum

**Post Hours**: 35 hours - some flexible working will be involved. Permanent contract.

The office is open 9am - 2pm Monday - Friday and staff will be expected to be on site. Flexible working beyond that.

**Special Conditions Of Service**:
Mobile phone and laptop for business use will be provided.

**Purpose And Objectives Of The Post**:
To devise and deliver a range of community development initiatives for local charity, New Springs Community Project Group, operating on the Springs estate in east Bury.

To provide appropriate support and advice for the volunteers, trustees and beneficiaries of New Springs Community Project Group.

To act as advisor to the Charity and be responsible for all submissions to the Charity Commission.

**Supervision Received From**:Estate Director, Springs TMC.

**Supervision Given To**:No full or part time staff but will be responsible for managing and co-ordinating volunteers and ad hoc freelance staff/contractors.

**Duties And Responsibilities**:

- Devise, deliver and co-ordinate a range of community development initiatives working in partnership with local residents and agencies.
- Ability to publicise and promote community development programmes, encouraging local residents to participate.
- Co-ordinate and deliver community-led events and activities.
- Ability to monitor and evaluate funded projects, adhering to individual funding bodies criteria.
- To work with the charity Treasurer to oversee all financial responsibilities, including to grant providers and the Charity’s Commission.
- Ability to manage book keeping and financial duties, including those related to grant providers and the Charity Commission.
- To work with the Housing Officer, when required, around rent collection including taking payments, tenancy management, repairs and maintenance, voids and squatting, health and safety, equal opportunities amongst other issues.
- Be responsible for ensuring all submissions to the Charity Commission are completed within designated timescales.
- To oversee the administration of Trustee Meetings, which includes preparing agendas, minutes, and other related materials & report to the Springs TMC Management Committee.
- To design and deliver community consultations, to engage with local stakeholders, residents and community members.
- Manage and co-ordinate local volunteers, encouraging personal development and training.
- To ensure the charity’s ongoing compliance with child and adult safeguarding, health and safety, and food hygiene.
- Ability to work over various sites including the Springs Housing Office, Springs Activity Centre and Springs Community Garden.
- To professionally manage a varied and challenging workload.
- To adhere to Springs TMC policies including equal opportunities and health and safety.
- If a car user, being willing to use their car for travelling to meetings and other relevant tasks.
- To undertake any other reasonable duties as instructed by the Springs TMC Estate Director.

**PERSON SPECIFICATION**

Experience as a Housing Officer/working in social housing or similar and/or experience in Community Development or Tenant Involvement (ESSENTIAL)

Experience of working in a community, voluntary or charitable organisation (DESIRABLE)

Experience of working with individuals experiencing social or economic problems (ESSENTIAL)

Experience of partnership working e.g. with community groups, local education providers, local authority (ESSENTIAL)

Experience in writing and successfully sourcing grant funding (DESIRABLE)

Experience of financial planning and monitoring (ESSENTIAL)

Experience / awareness of charity roles and responsibilities, including reporting to the Charity’s Commission (DESIRABLE)

Experience of working within the voluntary sector and/or working with volunteers (ESSENTIAL)

Working knowledge of statutory requirements of a community organisation, e.g. safeguarding, health & safety, fire regulations etc. (DESIRABLE)

Experience undertaking and compiling risk assessments for community activities (DESIRABLE)

Experience of conducting a range of community consultation exercises (DESIRABLE)
