Home Office Intelligence brings together a number of existing teams involved in the collection and analysis of border and immigration related intelligence. It delivers Intelligence Collection, Development, Analysis, Targeting (Data Analytics) and Watchlisting capabilities within the Home Office and to its partners across Government and Law Enforcement.

**Job description**:
The Home Office Central Authorities Bureau (CAB), part of Sensitive Intelligence in Immigration Enforcement (IE), oversees the department's use of covert investigatory powers and currently provides a shared service to seven directorates. As a member of a small team of six managers, you will engage with partners right across the Home Office as well as externally, with law enforcement colleagues in similar work.

Responsibilities include but are not limited to:

- Responding to written and oral enquiries from operational colleagues surrounding the need for covert authorities, and providing accurate advice and guidance.
- Managing the central record of the organisation's covert authorities, effectively and in accordance with the Codes of Practice.
- Liaising promptly with the Investigatory Powers Commissioners Office (IPCO) where notification is required, and facilitating IPCO's annual inspection of the Home Office.
- Building and maintaining effective relationships with customers and strategic partners to promote the work of the CAB.
- Delivering covert authorities training to operational colleagues when required.
- Leading on the development and maintenance of operational policy, being alert to internal/external changes which may impact on them, and liaising with GLD when changes are required.
- Drafting submissions, briefings and other reports as required.
- Management of the CAB’s fully automated case management system for covert authorities.

**Person specification**:
**Essential Criteria**
- Excellent written, oral communication and interpersonal skills, including the ability to establish and maintain effective working relationships with internal and external partners and train diverse teams.
- Experience of working in a changing, fast-paced environment and the ability to work effectively under pressure collaboratively to meet multiple, challenging deadlines.
- Experience of working under challenging circumstances, ensuring accountability for a range of key outcomes.
- Previous operational experience of working in a criminal investigations or intelligence environment.

**Desirable Criteria**
- Experience of working within a covert or sensitive field.
- Operational experience working with covert legislation including RIPA (2000), IPA (2016) and the Police Act (1997).
- Knowledge of immigration and borders legislation and powers.
- Ability to use basic Microsoft packages, for example, Word, Excel, SharePoint and Outlook and experience of working with automated Case Management Systems.
