TAR (SHUTDOWN) PROCUREMENT SPECIALIST

**JOB PURPOSE**:
INEOS have committed to significant investment and a remediation program over the next few years. A highly motivated TAR (Shutdown) Procurement Specialist is required to join our Central Team. This role is an exciting opportunity for the right individual to work within a plant area that has seen significant recent investment and includes a diverse array of equipment types.

**PRINCIPLE ACCOUNTABILITIES**:
Work in line with Procurement Strategies in supporting X-Functional collaboration between the TAR Procurement Lead, Procurement Specialists, TAR managers, Asset Technical owners and key Supply Chain partners.

Detailed market assessment and risk mitigation within the Procurement Strategies for a variety of critical, high value, complex Service contracts and procurement of Materials and Equipment that will contribute directly to the TAR’s being on budget and to schedule.

Ensure that INEOS terms and conditions of supply are applied including where necessary, appropriate LD’s and that all Engineered Material and Equipment is procured from our AVL to the correct technical standards and specifications, safely and on schedule to meet TAR / operational requirements.

Outwith recognised frameworks and/or contracts, competitively tender with contractors and suppliers to secure best commercial terms based on site standards and specifications. Expedite contracts and/or purchase orders effectively.

Provide market knowledge both commercially and technically to all O&P UK shareholders.

Follow the department Procurement processes that meet internal INEOS requirements.

Review and assist with cost submissions and challenge when appropriate to ensure final account valuations match the contract.

**QUALIFICATIONS, KNOWLEDGE AND SKILLS**

MCIPS qualified preferred or equivalent chartered membership or experience in a large procurement organisation.

IT skills including Maximo 7.6, Excel, Word, & Database analysis would be advantageous. Good working knowledge and skills of MS office tools.

Self-starter, effective communicator, must be comfortable with all forms of communication across a wide range of disciplines and internal/external stakeholders of the TARs

Previous procurement experience in a large complex manufacturing environment and can provide a commercial and or technical challenge to suppliers to deliver ‘total acquisition cost’ benefits.

Experience in at least 2 of the following commodities would be desirable - Mechanical Services; Scaffolding Insulation & Painting; Industrial Cleaning; Electrical & Instrumentation services; Engineering services and Tankage work.

Deep understanding of external cost drivers including but not limited to resource pools, geographic and economic conditions, Equipment and Materials markets.

Knowledge and understanding of NAECI “the blue book”

Expert, advanced negotiation skills and techniques.
