**Who You Are**
- You are an experienced Senior Finance Officer, ideally with local authority experience, and ideally having a specialism in Education finance. You will have strong budgeting, revenue budget preparation, capital programme management, and financial advising skills. You should have a proven ability to deputise for superiors and an openness to take on special projects and other assigned duties. An understanding of the Council's Constitution and Financial Regulation is key for maintaining budgetary control and monitoring systems. Knowledge in performing statistical research into comparative costs, income generation, and performing financial and statistical returns will be highly considered. Ultimately, you adhere to the welfare of children, young people and adults and are a team player who values collaboration and sharing of commitment within the workforce.
**What the Job Involves**
- As a Senior Finance Officer, you will deliver a full range of financial management services, meeting Directorate and Council’s Corporate financial requirements. You will prepare the revenue budget and capital programme, advise and support Directorates in securing additional sources of external funding and ensure appropriate budgetary control and monitoring systems.
As a key representative, you will provide advice on all financial matters at meetings and working groups, offering monitoring reports for all revenue, capital, and externally funded expenditure to the Management Team, Members, and Budget Managers. Additionally, you will advise Budget Managers on all aspects of revenue and capital accounting, assist in year-end final accounts process and liaise with the Council’s external auditors.
- Other responsibilities include ensuring prompt completion of all grant claims, financial returns and statistical returns required by Government Departments, undertaking special projects and deputising for the Principal Finance Officer as and when required. Depending on the team where the post has been placed, you may be required to undertake specific duties which include preparation, maintenance, development and reviews of the National & Local Schools Funding Scheme, providing effective financial management training for budget managers, headteachers, governors and school support staff, and attendance at the Schools Forum, among other duties.
