London, Greater London, United Kingdom London Borough of Barnet Full time £40,000 - £80,000 per year

About Barnet Council

Barnet is a borough with much to be proud of. Our excellent schools, vibrant town centers, vast green spaces and diverse communities all help make it a great place to live and work. As a council we want to build on these strengths as we move into the future. We are growing and developing as an organisation to meet the challenges facing our borough and we are committed to working with partner organisations and residents to make Barnet even better. As an organisation, our staff are committed to Our Values: Learning to Improve, Caring, Inclusive, Collaborative – which drive everything we do.

About the role

As the Digital Change & Improvement Manager, you will play a key leadership role in shaping the future of our Oracle Cloud Fusion services. You'll be at the forefront of managing change and release processes for the Oracle Cloud Fusion system, ensuring it is robust, efficient, and aligned with our strategic goals.

Your responsibilities will include overseeing the full lifecycle of system changes - from planning and testing to deployment and post-implementation review - while minimising disruption and maximising value. You'll lead the coordination of Oracle Cloud updates, ensuring new features, security patches, and bug fixes are implemented smoothly and effectively.

Beyond change management, you'll drive a culture of continuous improvement. Using data, user feedback, and service metrics, you'll identify opportunities to optimise processes, support automation initiatives, and enhance digital literacy across the organisation. Working closely with the Head of Systems and the Systems Team, you'll ensure our digital services are user-centric, resilient, and future-ready.

This is a hybrid role with a strong strategic and operational focus, offering the opportunity to make a tangible impact on how we deliver digital services to both internal users and the wider community.

About you

You are a dynamic and strategic leader with a strong track record in digital change, service improvement, and transformation. With hands-on experience in system test and release management - ideally within Oracle Cloud or similar ERP platforms - you bring a structured, analytical approach to managing complex system upgrades and digital initiatives.

You have a deep understanding of continual service improvement methodologies such as ITIL, Lean, or Agile, and you're confident in applying these to drive meaningful change. Your experience spans process review, business case development, and the use of data and user feedback to inform decisions and optimise services.

You're adept at leading cross-functional teams in high-pressure, fast-paced environments, balancing competing priorities while maintaining a clear focus on outcomes. Your ability to influence senior stakeholders and translate technical concepts into accessible language makes you a trusted advisor and change champion.

You're passionate about user-centred design and agile project delivery, and you've successfully led transformation projects that enhance digital experiences and enable self-service. Your strong IT skills support your ability to analyse service performance and turn insights into action.

Above all, you're a resilient, collaborative leader who inspires and motivates others, fosters a positive working culture, and is committed to delivering high-quality, future-ready digital services.
