Job summary Worcestershire Acute Hospitals NHSTrust seeks an experienced Directorate Manager to enhance the managementstructure within the Specialised Clinical Services Division.This is an exciting time to join SCSDwhere you will be responsible for the management of Endoscopy, Bowel CancerScreening Programme and Outpatient services in conjunction with the ClinicalLeads and Matron for the departments.
Bothservices are high performing specialties and you will be expected to take thelead role in delivering the key objectives and targets relating to business,finance, performance, risk management and governance.

Main duties of the job The post holder willprovide operational management leadership for the Directorate working inpartnership with the Clinical Director and the Matron.Thepost holder will ensure that the Directorate and its services meet theirquality, activity and financial targets.
To work with the Clinical Director,Director of Operations, Divisional Director, and Matron(s) to assist in theplanning, objective-setting and change management within both the Directorateand the Division as a whole.

Job description Job responsibilities GeneralDutiesPerformanceToensure that the operational performance of the Directorates services iseffectively managed to meet agreed objectives and targets.Towork in close conjunction with the Director of Operations, Clinical Directorsand Matron/Senior Nurses to set and deliver the Directorate objectives, in linewith Divisional and Corporate targets and strategies.Towork manage and deliver income and expenditure (I&E) balance on the budgetdevolved within the Directorate.
Toplan and monitor performance against all activity targets and other serviceobjectives.
To ensure that all national and locally agreed waiting times andbookings targets are understand and met.Toensure the highest levels of cleanliness in clinical areas within theDirectorate are adhered to at all times under the Trusts Infection Controlpolicy; in close consultation with the Matron and Clinical Director.
Towork closely with Cancer Services Team to ensure the appropriate monitoring anddelivery of targets associated with the NHS Cancer Plan.
Prepareand plan to meet inspection criteria for Cancer Peer Review, external QAaudits, CQC, JAG inspections etc.
as appropriate.Totake responsibility for compliance with Trust complaints procedure for allcomplaints received with the Directorate.
To identify, agreed and implementsubsequent action plans.Totake responsibility for the Directorates compliance with H&S andCNST/NHSLA standards.
To identify, agreed and implement subsequent actionplans.Totake responsibility for the operational delivery of the OCTOPUS Outpatient roombookings system and associated monitoring meetingsFinancial ManagementTobe accountable for the delivery of income and expenditure (I&E) balance forthe Directorate.
This will involve a close, professional working relationshipwith the Directorate Finance Manager and the establishment and maintenance ofan effective performance management system within the Directorate.
Todevelop Business Cases and present to the Divisional Team.
These will ofteninvolve complex financial/activity analysis using financial modellingsoftware.
Toparticipate in pricing and costing, working towards relating patient activity,by diagnostic condition to expenditure.Toensure compliance with Standing Financial Instructions (SFI).Business / Policy /PlanningTodeliver the annual capacity and business planning process for the Directorate Identify annual objectives, cost improvement savings, cost pressures, capitalbids as part of this process to agreed timescales.Tosupport Clinical Directors, Matrons/Ward Managers, Departmental Managers andother key personnel within the Directorate in undertaking a strategic review oftheir services and action planning for identified areas of improvement Improved capacity planning of theatre lists/outpatient clinics/treatmentareas/diagnostics, improved patient access, improved use of resources (drugs/medical equipment).
Towork closely with the finance and business teams to develop innovative methodsof income generation (fully understanding the implications of patient choice),financial control, strategic planning and bids for new opportunities,modernisation and public/private partnership funding.Todraft business cases /briefing documents and papers, for submission by theDivisional Medical Director / Director of Operations to the relevant seniorAdvisory Groups, Trust Board, Integrated Governance Committee etc.Toeffectively manage the implementation of agreed outcomes from submittedpapers/reports as detailed above.Toensure the review and update of policies / procedures and working practicesacross the specialities / departments within the Directorate to ensurestandards of practice are maintained.
To contribute to the update and rewritingof Trust wide policies.Toensure all Trust policies are adhered to within the Directorate.Toundertake project work as directed by the Director of Operations.Service Transformation and DevelopmentTo lead Directorate clinical teams in serviceredesign.
To lead and advise the Divisional Team on thedevelopment and implementation of strategies that respond to key national initiativessuch as the NICE, Patient Choice and Payment by Results (PBR).
To be fully aware of relevantservice/technological developments within the Directorate.
Ensure anyopportunities are ceased, calculate capacity and demand available andparticipate in associated meetings.
Keep abreast of national developments andstrategies across the specialties and services to ensure that the Trust canrespond as required.Work closely with Commissioning colleagues tomaximise opportunities to meet joint CIP and QIPP requirements.
Taking anintegrated approach to service improvement and efficiencies.Identify opportunities for serviceimprovement and development, liaising with commissioning colleagues so as tolearn from other organisations/specialties.
Tapping into resources andknowledge bases obtained through other sources.People ManagementTomotivate and take line management responsibility (direct and delegated) for allnon-clinical and nursing staff within the Directorate.Toensure appropriate implementation of Trust HR policies.Tooversee the effective recruitment, induction, training and development of allnon-clinical staff within departments across the Directorate, ensuring thateach member of staff has a robust appraisal.Toensure Junior Doctor compliance in relation to European Working Time Directive,working closely with Clinical Directors to achieve this.Onbehalf of the Director of Ops review workforce plans with heads of department,corporate staff group leads and HR to ensure appropriate and effectiveworkforce planning in short, medium and long term scenarios.Toensure effective communication channels are established, maintained anddeveloped within the Directorate.Towork closely with the Human Resources team in developing a partnership workingframework with staff representatives within the Directorate.GovernanceTodevelop a strategy to enhance quality standards within the Directorate in linewith the overall objectives of the hospital.Establish appropriate mechanisms to monitor achievement and take actionin the event of underperformance.
Toensure specific quality initiatives within the Directorate are co-ordinated,implemented and reviewed.
To manage any operational issues arising fromgovernance reviews.
This will often require implementing changes in clinicalpractice.
Toidentify opportunities for change that will improve or assist the developmentof clinical practice and which leads to improvements in quality or efficiencywithin the directorates.Toensure effective risk management and quality assurance policies are in placeand they are compliant with Trust policy and procedure.Corporate & On CallDutiesToparticipate in the Trusts management on-call rota.
