Job Overview

The Humanitarian and Stabilisation Operations Team (HSOT) at Palladium International Ltd is seeking a highly skilled and experienced professional to fill the role of Deployments Deputy Team Leader. This position will play a critical role in supporting the Team Leader Deployments to manage the team of Project Managers, respond to requests from across FCDO departments and posts, and foster a culture of continuous improvement within the Project Management team.

Key Responsibilities
  • Manage Deployments workload across the PM team and ensure all are completed in a timely, professional manner and which meets both Palladiums and HMG legal duty of care requirement.
  • Advise and support on feasibility of deployments with clients as required
  • Directly manage the most complex deployments
  • Act as a primary point of escalation for PMs and client queries
  • Coordinate welfare and performance management of the PM team, as well as providing oversight across Deployment consultants and TORs in this regard.
  • Prioritise and manage day to day team activities
  • Review lessons and best practice from ongoing and completed deployments and provide input into system and process changes to TL Deployments.
  • Train and mentor team members ad-hoc, as well as contributing to formal training session for Response and deployments management.
  • Identify and evaluate risk with respect to new and ongoing deployments, during deployment TOR development with clients and during implementation.
  • Work with the Roster Manager to improve the quality and responsiveness of the Roster; strengthen communication and feedback loops between Deployments Team and Roster Manager; and increase the Deployment Teams working knowledge of the Roster system and available expertise.
  • Support the TL Deployments to develop and deliver a one-team structure and culture for Deployments, following the recent merger of HPT and CPT deployment teams; as well as undertaking any client communications in this regard.
Client Relationship Management

In coordination with the TL Deployments, responsible for developing and managing relationships with FCDO, both in Whitehall and at post as needed, promoting, and developing the HSOT deployment capability and uptake of services.

Financial Management

Assume overall accountability for project budgets, ensuring that projects are delivered in line with budget and forecast and that they deliver the required financial return

Business Development / Other

Ensure compliance with company policies, SOPs and Guidelines and client rules and regulations (covering as required security, occupational health and safety, risk management, planning, human resource management, monitoring, reporting, finance, procurement, logistics, IT, communications, audit support and all other operations matters)

Ensure consistency and a systematic approach across HSOT with regards to procedural consistency, accurate record keeping and legal compliance.

Work collaboratively with internal stakeholders (HR, Finance, Payroll) to ensure the effective and timely management of contractor payments and related activities

Support client in ensuring legal compliance on contractor related matters (e.g. IR35)

Fulfil role of on rotation Duty Officer, providing out of hours monitoring and surveillance function on behalf of FCDO

Undertake any other duties as appropriate to the position, as requested

Requirements
  • Bachelors degree or equivalent
  • Experience of working within the humanitarian sector will be preferable
  • Ability to work in a fast paced environment working to tight deadlines
  • Client and Candidate Management experience
  • Experience of working in the public sector will be preferable
  • Ability to manage multiple projects simultaneously
  • Strong communication and problem solving skills
  • Strong budgeting skills
  • Ability to work across multiple systems
